Actually yes. Pricesmart has a grocer's licence which is why they could still cut out the 'membership' aspect and remain open. If you operating a business that is supposed to be closed but you happen to be in possession of a grocer's licence then sure. But govt accepted the change and allowed them to stay open. That mean if I was a clothes shop and start to sell groceries I could stay open too.
