Form B is accessible to the public which was what the UNC got.
While I understand the need for privacy, it seems that he was being deceptive. The question is if Form A and Form B should exactly be the same or otherwise. That is a question legal minds will have to opine on and an apparent loophole to be fixed. While he may be ethically wrong, it will be tricky to pin him that he did something illegal.

I agree with you but the UNC needs to rethink how they communicate. Most of their communication is via their Monday Night Forum or releases sent via their PRO, in both cases their audience is generally party sycophants because after the poorly attended/viewed MNF they choose to do releases on the salacious issues on their FB page and associated troll/blogger pages, so they limit their own reach to just their core. You have a PM wasting good media time to either give us a history lesson or a lesson in histrionics depending on the topic, the Opposition should be the counter to that by addressing national matters pragmatically, I'm sure they will garner more attention as many have now tuned the PM and the Gov't out and prefer the cliffnotes after
