I used to work licensing pos bro and I could tell you , you don't need to pay a bribe to get through. When ppl getting on like conts we used to let them sit there and cool out, keep you there whole day but if you deal with ppl civilized and with decency you out in no time. Who want to waste money and pay bribes that's then but then you enabling the corruption. I have NEVER paid a bribe to any public servant for service. Driver's permit - almost failed my driving test when the LO told me to drive into LO via a no entry sign. When I refused, he stormed out of the car and left me alone until my instructor came and said that he cannot fail me.
Donkey years later, I told my son that if the driving school asked him for money to pass his test, he was not going and none was coming from my pocket. No money was ever asked for. He passed his test, like me, on his own.
Passport: Expired over 15 years. Never went to renew it because I refused to line up at 5:00 a.m. in the morning to get it renewed. When appointment system was introduced, tried again and got an appointment for 6 months later. Never went. Never went back.
Birth certificate etc. I paid the relevant fees and got through. It took me over 12 years to get a proper birth certificate for my mother because when she was 80, I had to find someone 10 years older than her who knew her when she was young! The amount of hoops I had to jump through, only because scampish Trinbagonians made it difficult for the honest people.
There is one government body that is still waiting on me to pay them a bribe to get some land. They will quicker see a green donkey than me paying them a bribe.

that said, the comedy option is to change the layout of the public service to remove the fiefdoms entirely. In the year of our Lord 2022, there is no reason people should be waiting in a physical line, for example.

This.....men blaming workers but they forget workers just do that ....work. the issues we have with the public service is managerial, square pegs in round holes and lots of favoritism. the performance of any organisation is the responsiblity of the supervisors/managers/directors to ensure the workers work to standards, or they get workers who can perform at those standards.
if they fraid that they get challenged in court, they have to have metrics gathered over time to prove thier case.
but the piss poor management at public services woudl rather do piss poor management, and not do the nitty gritty work, and let the workers shoulder the blame.
How is a salary increase going to change all of this? Will the regular worker now be motivated to do a good job even though they will get a good appraisal whether they do a good job or not?
