You might be right cuz I passed there about 5:15 this morning. Dude in front me with a b12 realised too late and stalled in the water. Drove from Arima to Caroni to Couva to Cumuto to San Rafael this morning and one thing I noticed is that the water was not moving even with low tide. Lots of those small drains which run below some of the "back roads" were either clogged with bush or debris making runoff from fields etc harder also.
