I thought it was self explanatory but when detection rates for crime are low criminals will feel empowered to commit these atrocities cause they have a high chance of getting away with it. For example, the detection rate for murder (the most serious crime) was 16.6% for 2018 (https://www.osac.gov/Country/TrinidadTo ... f4aecc2072) in tnt (there may be more recent stats but i didn't find them and if so chances are that it is still under 20%). Also i would not put full blame on the judiciary for crime in tnt as its a lawyers job to get his client off. How can u blame someone for doing their job? Also, isn't it the police that is to blame for the perceived failures of the judiciary as it is well known officers miss court or some other nonsense happen during the case where evidence/testimony was not admissible due to some oversight or was shown to be flawed (for example in WASA's case against Watson Duke's case it hung on the testimony of a security guard... that she was right there when watson pulled the fire alarm... but video evidence showed that she was some distance away as well as shielding her eyes from the sun as well as Watson never pulling the alarm as well as people already exiting the building before watson reached the alarm). You made a good point... that officers need to improve their detection and investigative skills. That is what is causing the crime situation. Poor policing. Till that is done. Nothing will improve in tnt. But the focus is on traffic fines. Cause that is what is causing the whole crime situation in tnt

Well said sam, is simple as that.

If the police conduct speed traps, is a problem. If they don't, is a problem. If drivers obey the law, the police would not be able to generate all this revenue right?

If the state "making money" that's just to tell you how many disobedient drivers it have out there.


as i said before my issue is not with this. if people breaking laws yes prosecute them. but why the urgency on this and not the many other crimes being committed. How much cases gone cold. But traffic violations. Not under our watch. It is funny how this is the focus of those in national security during a pandemic (when government revenue has been hit hard) and not the other matters that especially take a toll on individuals and families. anyway to each his/her/they/them own

Commissioner of Police, Gary Griffith, this evening briefed Minister of National Security, Fitzgerald Hinds, on the TTPS's operational plans for the State of Emergency which comes into effect at midnight. The meeting was held at the National Operations Fusion Centre (NOFC), Port-of-Spain.

If we had asked to see this room, Hinds would have said it's a matter of national security. Why is sensitive info like this being publicised?

You know that we are not a pro-active people (except for your beloved Venes). So although his contract ends in August, do not expect negotiations or any decision to be made until September or later.

The room was publicised a long time ago. This is nothing new. The only thing out of place in the picture is Hinds. His whole body language is off.

Key points from today's TTPS press briefing.

The main objective of this State of Emergency is to restrict movement to avoid convergence of people.

This is to contain and restrict the spread of the Covid-19 virus, the invisible enemy our nation is battling.

The TTPS' operations are being coordinated through the National Operation Fusion Centre, which ensures smoothness and efficiency with other partners under the collective umbrella of armed forces, which are all acting in support of the health services, that are leading this effort.

This differs from past States of Emergency which focused on arrests and detention of persons acting against the national security of the State.

Commissioner of Police, Gary Griffith, not only wants the public's understanding of this fundamental difference in the objective, he wants the public's support in achieving it.

Only venture out during none curfew hours when absolutely necessary, and stay put during curfew hours.

In line with this concept, very few curfew passes will be issued, and whilst each breach will be treated on a case by case basis, he wants the public to be aware that arrests are an option.

That said, officers will always act within the law and as an example of an exception, the CoP has instructed officers to provide an escort to persons without curfew passes, who may be on their way to medical institutions for emergency care.

The CoP also requests that citizens continue to use our various mechanisms for reporting crimes to report others, who may be in breach of the Public Health Regulations and the SOE, inclusive of businesses and organizations.

If citizens have specific questions, the Commissioner urges them to use the recently established Covid-19 legal hotline - 74 -COVID (26843) and covidinfo@ttps.gov.tt.

There is an added feature on the horizon as an app is there to replace the curfew passes.

Like the rest of the civilian population, this virus has taken its toll on the TTPS. We've lost three officers and some 800 officers and civilian support staff are presently quarantined.

Notwithstanding this, the CoP would like to assure the public that the courageous men and women of the TTPS stand firm in their commitment to go above and beyond, to ensure the continued safety and protection of our citizenry.

An astonishing 250,000 have applied to the Commissioner of Police to be exempted from the 9p.m. to 5a.m curfew now in effect.

And Gary Griffith is having none of it.

He says that only about 5,000 of these people will have those exemption requests approved.

At a press conference this afternoon, Griffith said he was amazed by the type of people who were applying for the curfew passes, from ceos, to chairman of companies, who wanted have the document as a status symbol.

He said the MTS company alone asked for 3,700 passes, but this was not going to happen.

He said that giving out these passes would defeat the purpose of the State of Emergency, which was to limit the movement of citizens, so that the surge in Covid cases and deaths, could be countered.

He also warned that people who, in the 2011 State of Emergency simply showed their precept document as an explanation for being out during curfew hours, would not be tolerated.

He said those people faced arrest and a night in a police station cell.

He said if there was an emergency, people would be allowed to leave their home and if stopped in a road block, would get an escort to their destination.

Those working in the public health system, and those who maintained the national's power grid, would not require a curfew permit, he said. Their work identification badge would suffice.

He said that people should not panic over being arrested when there was an encounter with the police between 9p.m. and 5a.m.

But those who intended to challenge the system would be dealt with.

He said he wanted to advise the Attorney General to create a charge of stupidity, given the number of people who were attempting to get a curfew pass.

Griffith said that the State of Emergency would be used to target criminals.

Employers warned

Head of the TTPS Legal Unit Christian Chandler said that people who were being forced to come to work by the employer under the threat of termination, were being asked to file written reports, and that police officers had visit employers to investigate.

Employers were warned that if they were breaching the regulations, they would be charged.
