Advice on gardening/ farming

I am really new to this and I am looking for some advice. I know there is an amalgamation of different factors to consider when farming. However, what I want to know are the following.

I have orange trees that have picked up a kind of fungus what can I use to spray them to bring them back to health. The oranges grow dark with light spots. And the tree itself looks funny

I am looking to plant tomatoes and sweet peppers what are the best chemicals and what Is a good place to purchase them.

Where is the best place to purchase seedlings

Contact the ministry of agriculture. They offer a lot of free training courses, plus they have officers who can make a site visit and advise accordingly. Plus they also have a plant clinic once per month, so you can bring your samples to them.

Check out this Facebook page: ETISD Plant Clinic. This is a ministry page, that specializes in diseases. You can upload photos to them for advice.

With respect to your problem, it's best to use a copper based fungicide and a foliar insecticide.
I suspect it may be Haunglongbing(this disease affecting most citrus plants in Trinidad).
Also, make sure you have proper drainage, and fertilize, irrigate and add limestone, to keep your plants healthy, so they can better fight of diseases...
Also, don't smoke around your plants, the tobacco in cigarettes can cause a viruse, Tobacco Mosaic Virus.

For seedlings, I get mines at High Quality Seedlings in penal. There are other places, but this is one of the better ones.
