My perspective on this may be a lonely one.... but
from what i know i believe the Imam's intention in the 90's was always pure and based on the teachings of Islam.
His real problem started with the deportees he had on his team; while he was adamant about destroying the cocaine they seized from the blocks back then the deportees started showing them younger fellas how to make money from the seized products. Plenty of our present problems originated from back then.
