But it easy to get a lawyer and contest the ticket though. Just ask the magistrate what criteria is considered to pass the law's requirements. The man will have to either pull out a light meter or dismiss the case.

police need to take possession of his car, impound for 30 days and if during that time he cannot pay the fine, the vehicle should be auctioned off to pay the fine and the balance used to settle all other charges and legal state fees, then he gets back whatever is left over.
