No, your defense of the PNM won't work, if we look at the Wikipedia definition of a dam this is what we get
A dam is a barrier that stops or restricts the flow of water or underground streams. Reservoirs created by dams not only suppress floods but also provide water for activities such as irrigation, human consumption, industrial use, aquaculture, and navigability.
Now clearly we see that it is not the fault of the people but the fault of our incompetent and corrupt politicians. Which right now is the PNM, there is noway you can spin this one.
If they were serious they could easily lessen the huge impact of floods. We have a lot of excavators in this country, most park down doing absolutely nothing whatsoever, we could build anything we want.

What about the hectares of forest/ habitat list when the dams is built? Do some research on the land loss due to dam construction. Also, what happens if the dam fails leading to loss of life etc. But I agree a solution is needed.
Exactly, all that land aforementioned is basically a wasteland. It was quarried d fak out and was not rehabilitated. those hilly areas could be possible dam locations
