Completion Certificate Requirements

Hello, can someone state what are the basic requirements necessary for Town and Country to issue a Completion Certificate.
I'm planning to build a flat house but the estimates out there are pretty expensive with all sorts of finishings included that i don't want to have to pay a mortgage for, e.g. Ac, cupboards, etc. These things I think I could put in after.

So I am asking for specifics like a foundation, four walls, a roof, sewer, plumbing, electrical, etc that would be considered a complete house according to T&C.

To begin with...the building inspector in your region is the person to give that certificate...As far as I know...as long as electrical, plumbing and drainage are 100% completed...you good to go...quoted from building inspector in the east

Correct, ensure that your drainage is up to spec especially. Even a coat of primer is recommended if you can't paint.

Also....in addition to drainage, make sure your soakaway business good as well(all that in plumbing too)

you don't need to have your kitchen totally outfitted, a sink alone (properly connected and drained )would suffice. Pay particular attention to your setbacks from the boundary and make sure the design drawings reflect what is built, any deviations and they would make you re-submit.

The completion certificate is supposed to be issued by the district public health inspector ,county medical officer of health , this is hardly adhered too by the local govt, ... But soon by law it must happen

13. Amended drawing if building is build contrary to the approved plans.

Ideally 3 (building inspector, engineering and survey officer and secretary of local authority/CEO). However not all corporations require completion certificates to be approved by the council.
In some instances you'd have council resolving to grant a completion certificate against the advice of the building inspector... In this instance the building Inspector's signature will not be on the certificate.
Another instance would be if the ESO is on vacation (or the post is vacant) then there won't be a signature for that person.
