Just go to the BIR office your assessment number, if you don’t know it then it should be on your wasa bill itself or old land tax receipt.

Then pay for them to give you a. Certificate of assessment, it’s just a document with your property size & boundaries & is costs about $5

You can also call them before you go, it's at the warden's office in the area or the district revenue office as it's now known.
If the land was recently transferred to you and is now in your name, you would also need to get a change of ownership form signed by a lawyer. The certificate of assessment process is actually quick (takes about 30 mins) and cheap ($5), you just need to have all your stuff ready.
