Is it true that this is now a ticketable ofence? And if it is what is the justification of making towing so wrong?

if you mean pulling another car with a rope...

it has always been... because it is very dangerous

Hire a wrecker. It's dog cheap and there are enough of them available.

OP u pay to pass ya regs ? all info on towing is in that little book u pay $15 for u must follow the guidelines , rope must be a certain length , sign must be posted etc ........

I did pass my regs and i am aware of signs and length of rope however i understand that it is not allowed anymore. I ask because i dont know the updated law. If u dont we are both ignorant of the new laws.... thanks for ur input.

its not really a new law pal .. same law still exist the jus implementing it now ....... taxing the people to get revenue

so OP is saying this is no longer the law?
20. He shall not, without the written permission of the Licensing Authority, tow anything except another motor vehicle in case of necessity, or a single registered trailer, except that in the case of an agricultural tractor he may tow not more than two trailers.
21. No motor vehicle shall tow any other vehicle unless the tow rope, chain or draw bar be so adjusted that the distance separating the nearest two points of the two vehicles shall not, except in the case of a pole trailer, exceed five metres, and the tow rope, chain or draw bar is easily distinguishable by other users of the road.
