In an absence of proper cycling infrastructure & they are legally allowed to cycle on the main roads if they need a Police escort in order to protect themselves and inform the general public that there are about whats the problem?

Mu understanding based on the signs I used to see on the highways are that they are off limits to mopeds, animal carts and bicyles.
Are you assuming that they have police escorts or prior permission to use the highways in your second question?

Only certain Hi ways are for cars and even that can side stepped by having a police escort which is often the case.
Road races and training rides are held on any road in T&T .
These cyclist ride/train about 300miles week, I don't think you even cover that in your car for the week.
