Fraud certified cheque would mean it's a fake certified cheque. Whoever accepted that cheque should have called the bank and have them verify if it's a legit cheque. How much did they lose?

Well that's chit.
so certified cheqs no longer certified...and if I have to call for a cert chq I might as well call for a normal chq
It's the banks responsibility to prevent the fraud...just now we would have to call for 100 dollar bills.

how can it be the banks responsibility to prevent that? It's up to the business owner to call the bank and verify the cheque.

Its the same responsibility of the CBTT to make it as tough as possible to counterfeit money.
Im not disputing what either of you are saying....
but If Im paying to have a chq certified
-the money is immediately taken from my account and the bank has use and benefit until the chq is presented..
then its supposed to be an instrument that is beyond question.
whats the point of CERTIFYING THE CHECK?

A 3rd world solution that is highly inefficient.
