The IOC is as serious a sporting organisation as they come,. If you remember Canada had placed third in the race but instant replays shows that they crossed a running lane on the 3rd to 4th hand over .
The Tour de France as prestigious as it is in not an IOC event . It is the pinnacle of UCI road events but the administration is handled by the Amaury Sport Organisation.

The Trinidad and Tobago Olympic Committee received official confirmation from the International Olympic Committee that the London 2012 men's 4 X 100 sprint relay team will be reallocated the silver medal.
The TTOC is required to return the bronze medals,diplomas and pins by 18th July 2015.The TTOC will work with the athletes to ensure the IOC deadline is met.

Under new rules, the IOC can hold the bottles for up to 10 years, and can thaw the urine for a retest any time during that window.
The limit was recently raised from eight years, which gives scientists more time to identify new drugs, then develop new tests to identify them. Also, scientists can develop more sensitive tests for metabolites -- residue -- of known drugs that are found in urine. And, if a test for a certain drug wasn't completed at the Olympics, it can be done in a retest years later.
