It appears that there was an accident on the south bound lane. There were police and fire appliances obstructing most of the south bound lane so it can easily cause drivers on the north bound section to slow-down a bit to 'maccow' what's going on.
I think after replaying my dash cam footage several times, it appears that the blue 2015-2018 looking Tucson driver slowed down to watch the events on the south-bound lane and the driver of the black EG8 looking Civic may have also been distracted with the situation on the south-bound lane that he ran into the back of the Tucson, causing said Tucson to make contact with the guard-rails and then coming to a rest position on the shoulder.
The front of the Civic looks structurally damaged and the back of the Tucson shows evidence of a centered rear impact. Couldn't make out what damages was done to the front of the Tucson. It did not look all that bad since I saw that one or more headlight was still on and 'trajectoring' forward.
This may be 50-50 contributory negligence. All in all, I don't think this caused any life threatening injuries and that's the important thing. What you think? Wrong assumption?
