WTK timing of traffic lights

Anybody knows if there is a department somewhere (I don't know, of the Ministry of Transport maybe?) that can alter the timing of traffic lights remotely?
Are some of our traffic lights configured to allow this, or is it that these lights still work on the old timer method?
The reason that I ask this is that I just saw the timing at 4 Roads lights change from allowing only about 6 cars through and causing a very long pileup to allowing about 40 cars through before changing.
Can somebody share information on this.

Eastbound wrightson around by hyatt seems to have been tampered with and it causes epic intersection jam up on evenings.
