Boy you guys bring back memories. I remember the song going something like

Chase Charlie Away
Make Charlie Mad I Say
Charlie Stink, Charlie Stink....

That is all I can remember. So since this post I really searching for a pic too and came across a list of Junior Calypso Monarchs 1976-2011.

http://calypsoforum.wetpaint.com/page/Junior+Calypso+Monarchs

1982 Hilton Dalzell... Chase Charlie Away. (Seems like they left out the L in Dalzell).

Looking deeper this person looks like he's Ghetto Flex. Technically he would have been 9 (not 8 ) Carnival time in 1982.

http://afromontreal.com/e/general/artists/biography.asp?search=Ghetto%20Flex

Ghetto Flex biography

The smooth enchanting voice of Hilton Dalzell adds an essence, which is echoed through each note. Born September 14,1972 Hilton Dalzell Jr. also known as “Ghetto Flex” started his journey at the tender age of five guided by his farther Hilton Senior, an experienced singer songwriter. By the age of eight, he was awarded the crown of Junior Calypso Monarch in his native country of Trinidad where he was born and raised.

Somebody tell Ghetto Flex to hook we up with a pic nah?

I remember this campaign as well. The drawing of Charlie IIRC was a slice of old bread cut out to resemble a face, with the stick drawing of hands and feet like Hook drew.

Sad it can't be found anywhere online easily.
