‘Child sex abuse addiction in T&T’

There is a growing appetite for child sex abuse footage in Trinidad, according to United States-based Child Rescue Coalition (CRC) liaison Glen Pounder.

In an interview with the Sunday Express last Thursday, Pounder, who has been with CRC since 2019, said that through the use of CRC’s technology the Internet Protocol (IP) addresses of individuals streaming child sex abuse have been identified globally.

Based on IP addresses identified, Port of Spain tops the list of viewership, closely followed by Chaguanas. Other areas streaming such footage include New Grant, Maraval, Arima, San Fernando, Petit Valley, Sangre Grande, Point Fortin, Arouca, Couva and Mayaro.

An IP address is a unique identifier that allows information to be sent between devices on a network. The IP address contains locator information and makes devices accessible for communication.

Pounder said this area of the Internet cannot be accessed via Google.

“It is from the deep dark web where two-year-olds, four-year-olds are victims and no one wants to talk about it. It is so horrific.”

Pounder said CRC’s networking is worldwide, where a series of collaborations take place to disrupt child sex abuse rings. Their technology provides the most comprehensive view of where child predators around the world are downloading and sharing explicit content online.

“CRC collaborates with a global force of child exploitation investigators, police officers, digital forensic experts, child welfare agencies and donors to rescue children and apprehend abusers in real time. There is an awful lot to this crime type of child sexual abuse, and T&T has a serious child exploitation problem, so too the rest of the Caribbean.”

Pounder added that images and videos of sexual abuse are readily available through virtually every Internet technology, inclusive of social networking websites, file-sharing sites, photo-sharing sites, gaming devices and even mobile apps.

“These predators can also connect on Internet forums and networks to share their interests, desires and experiences abusing children, in addition to selling, sharing and trading images of their abuse,” he said.

Trafficking children

Often times, Pounder said, with these online paedophile communities, criminals discuss the sexual abuse and rape of children.

“And they share information with each other on obtaining child sexual abuse material. Often times they sexually abuse a child they have access to themselves, and they then share that material with other criminal paedophiles,” he said.

When one talks about the trafficking of children, Pounder said as painful as it sounds, the reality remains that trafficked children are raped and abused.

“It isn’t only to make money. These paedophiles are interested in child sexual abuse. Thousands of them are uninterested in money. Their currency is the children and the rape material they get their hands on and trade for free,” he said.

Explaining there are no money trails, Pounder said this is so because in most instances, the culprits meet online and exchange material.

It is a worldwide problem which requires dedicated law enforcement, he added.

“Too often in the headlines you hear they were trafficking that child for sex. That is an oxymoron which we see in the press every single day,” Pounder said.

“I believe media can assist in this fight. Children are being abused and raped. Child prostitute. Impossible. If you are trafficking children, you are doing so for them to be raped. There is no grey area around that.”

T&T and Caribbean not unique

T&T is not unique in not having full-time law enforcement resources in tackling child sex abuse, Pounder said.

“It is a problem across the Caribbean and wider community, including countries which have resources, but they have no dedication to tackling child sexual abuse,” he added.

Stressing on the dedication needed to ensure children are safe, Pounder recalled that while in law enforcement, the ambition of he and his colleagues was to arrest paedophiles and ensure they were brought to justice.

“While I was in law enforcement, I wanted to arrest everyone within the Caribbean involved in this. That was seven years ago, under Operation Caribbean Guardian.”

Citing T&T as an example, Pounder said based on information received, the viewership of child sex assault is a couple of hundreds, not thousands.

“Across the Caribbean at that time (seven years), there was 20-something thousand odd viewership. At the time we were thinking this is not an insurmountable challenge, let us do what we can... Let’s arrest them. Now that has changed to maybe, if we can get each jurisdiction to arrest one guy then that will be something,” Pounder said.

Admitting such thinking is “pretty sad, that we went from cleaning up these places to getting just one or two arrests”, Pounder said this will send a message and act as a deterrent.

Pounder said if T&T does not tackle the issue, it will soon become a political problem. He based this on “the borderless nature of the Internet, thereby allowing the potential for criminals where you are abusing children online while they are in another country.

“If that criminal cannot be tackled the sexual grooming, extortion of children like what is taking place in America, the UK, will continue,” he said.

Use of technology

Pounder said CRC’s technology allows for the identification of these suspects who are watching the most horrific child sexual abuse material.

Child sexual abuse material, Pounder said, “allows for law enforcement to investigate who is looking at child sexual abuse material. We have had a couple of hundreds in the last year”.

Additionally, to access CRC’s technology, law enforcement go through an intensive three-day in-person course. This course, Pounder explains, exposes suspected paedophiles accessing child sex abuse.

Depending on the country in question, Pounder said some of CRC’s work involves rescuing children who were victims.

These children are placed in a care facility.

“The problems are so bad and going on for years that the children are now adults and working in the centres, where new children are coming, seeking care. This is a serious problem going on for years now,” he said.

TTPS: We work alongside international partners

Speaking with the Sunday Express on June 10, acting Commissioner of Police McDonald Jacob said T&T works alongside the National Centre for Missing & Exploited Children (NCMEC), and “information generated is then passed to the Cyber Unit and then to the Child Protection Unit”.

NCMEC is a private, non-profit organisation which serves as the national clearing house and resource centre for information about missing and exploited children.

They have assisted law enforcement in the recovery of more than 376,000 missing children globally.

About Glen Pounder

Glen Pounder has been with Child Rescue Coalition (CRC) since 2019, and used their technology in a law enforcement capacity since 2015. He acts as the organisation’s liaison with law enforcement and other partners, driving collaboration to protect children through the use of CRC’s cutting-edge technology.

Throughout his more-than-30-year law enforcement career, Pounder has undertaken numerous investigative, intelligence and team leadership roles combating child sexual abuse and many other forms of serious crime.

Pounder worked for six years in Portugal as the UK’s law enforcement liaison, between 2003 and 2009. After running an investigation team in the UK, he returned to foreign service in 2012 as liaison in the US, where he took responsibility for all CSE-related operational activity.

Pounder is fluent in Portuguese, and in 2019 completed a Master’s degree in Internet law and policy from the University of Strathclyde, Scotland.

Flashback

IN March 2021, estate constable Neil Ramdeen, 35, of Batchiya Trace, Penal, appeared before Magistrate Adrian Darmanie, charged under Section 40 (1) of the Children’s Act, which makes it an offence to produce, distribute and possess child pornography. If convicted, a person faces a maximum penalty of a $30,000 fine and ten years in prison. Ramdeen was not called upon to plead to the charge, which was laid indictably.

wtf , u mean to say we have so much sickos in trinidad that want to see stuff with kids, nah man , u cant tell me all of these viewers were themselves abused as kids or even say well ppl curious to view ... not everything on film u shud view even for curiosity sake :roll: :x

This going on long time, new media. Expect nothing to be done even though they can tie the accounts with the real identity of every single person in these groups and trackers to show that they viewed the media, and did not leave the group when they see what sharing.

Members of the Trinidad and Tobago Police Service were identified to be a part of WhatsApp, Signal and Telegram group chats that share illicit pornography, including videos of women being raped, child pornography and intimate photos and videos shared without consent.

Doctors, engineers and other professionals were also identified to be in the groups along with the TTPS.

I was informed of this by a female attorney at law who is also the founder of a civil society group and leader of a team of young women working on the revenge porn issue.

This young lawyer and her team infiltrated many of these groups.

This lawyer also claimed she screenshotted members of the WhatsApp group and found that members of the TTPS were a part of it. I asked her how she identified them and she said as follows: “Some users had photos of themselves up. Two were identifiable as police officers based on their uniforms. They held guns in the photos.”

The attorney also sent me screenshots of the TTPS officers in their uniforms, including one officer posing with an unloaded Galil assault rifle.

I asked this attorney how many people she estimated were in these various groups and she said as follows: “I honestly believe it’s thousands of people altogether, on all the platforms combined.”

I further queried as to if there were any high-ranking public officials in the group chats.

She responded: “Concerning high-ranking people being on it, I honestly can’t say, because they’re all anonymous. The only way you might recognise a person on the group is if they put up a profile photo or if you have their contact and phone number saved (for Telegram). In speaking with several victims, I have compiled a list of men who were in the groups that we identified and verified were trading private and intimate photos and videos of women, along with their full contact information, including where you can find them (in real life) and their social media account information. They have professionals, like police officers, medical doctors and so on. A lot of engineers are involved.”

This attorney sent me screenshots of activities in the group chat with the nudity blocked out so as not to run the risk of further sharing child pornography.

Several screenshots showed a group chat sharing a picture of a teenager taken from her Instagram profile so that other members of the group could cyberstalk the teenager and solicit indecent pictures.

One screenshot of a group chat called “Old and New Content” showed members sharing pictures of high school girls in school uniforms partially undressed.

TTPS Cyber Crimes unit yet to act

This female attorney was herself the victim of intimate content being shared without consent. Some of this content was produced before she turned 18, making it child pornography if shared. The attorney is also a survivor of a sexual assault and had initially made reports to the TTPS in 2021 about all these issues.

In 2022, she sought my advice regarding the failure of the TTPS Cybercrime Unit to act against this WhatsApp, Signal and Telegram group chat that shares child pornography and videos taken while Trinidadian women were gang raped.

In 2021, the female attorney made a police report and handed over evidence on a flash drive that was supposed to be used to assist the Cyber Crimes Unit. The flash drive contained detailed evidence necessary for the case.

She reported, “I constantly contacted the Cyber Crimes unit to no avail until one day, I was able to talk to somebody, a woman police officer, who said the investigation was in progress, she told me to go back to the (redacted) police station to talk to a certain inspector for an update on my report.

“I stopped at the station and met the inspector in person and he told me that they lost my flash drive. He also made statements to dissuade me from pursuing further action on my matter.”

Thankfully, this attorney made a subsequent report to a female officer at the (redacted) police station and the female officer retrieved the flash drive that was “lost” and returned it. The attorney made a subsequent report to the Sexual Offences Unit at the station which will be forwarded to the Cyber Crimes Unit.

Need for new legislation

This shocking situation highlights not only issues with the TTPS, but also the failure of the Government to implement proper legislation. To date, there has been no information commissioner appointed under the Data Protection Act.

There is a need for the implementation of sexual harassment criminal laws in Trinidad and Tobago for victims of street harassment and online/tech sexual abuse.

The Cyber Crimes Bill 2017 needs to be debated and passed to allow the TTPS to crack down on cybercriminals. A Cyber Crimes Bill is fundamental given rapid developments in technology worldwide.

Parliament needs to acknowledge that women across T&T are being affected by sexual harassment in forms that our legislation does not account for.

I see a man who is on charges of a sexual nature against a young woman in picture with 13 young interns at his company. They not supposed to have conditions to your bail when you on these charges?

Breaking News!!!

51-year-old Dexter Junior Peters, a alleged suspect in the sex abuse investigations at the St. Dominic's Children's Home in Belmont, more than 20 years ago, has been arrested.

• Peters, who lives in Tunapuna, was taken into custody by officers of the Child Protection Unit of the TTPS, when he showed up for work on Friday 26th August, 2022, at the St. Ann's Mental Hospital.

• Peters, a former supervisor at the St. Dominic's Children's Home, took vacation leave shortly after the contents of the Sabga report, which specifically named him, became public. He resumed duties earlier this week.

• The suspect has been emloyed with the North West Regional Health Authority for close to 20 years. He was assigned to the Port of Spain General Hospital as a supervisor but when he resumed duties this week, he was reassigned to the St. Ann's Hospital where he was arrested by police.

(This is a developing story)

if i recall, the case files or such went missing early o clock in true old school ttps style
and when the statues for keeping evidence passed they were disposed in a hurry at the earliest

a good example of how ttps used to operate with a phone call to kill a case and any future actions on it incl dna which i dont think was in use at the time but woulda certain incriminate somebody for sure if they kept the samples

You missed the point, what DNA database at that time?

The PCA probe found that evidence collected during the police investigation into Akiel's murder is "no longer available."

The investigation pointed to poor policing by junior officers and neglect and poor management of the case by senior officers who "failed to do their work."

The probe concluded that officers involved in the investigations "cannot now be held to account as they are either deceased or have retired from the T&T Police Service." Hence, "no disciplinary action, if warranted, may be taken at this juncture." The officers are now out of the PCA's remit, PCA Director David West said.

In addition, "there is no available evidence of the commission of a criminal offence by a police officer," the probe revealed.

It's 2022 and we still don't have a proper DNA database. What you think it has over 20years ago?
