Stage? off of highway, south of preysal/couva

Since tuesday there has been work goin on on the east of the highway, south of the preysal/couva exit, on top of the hill, an exit was constructed directly onto the highway, that's not legal right?

Traffic on evenings piles up because people stop to look at it, but what is it?
