SEVEN COPS CHARGED
Three Moruga residents shot dead

By Akile Simon
Story Created: Oct 31, 2011 at 11:52 PM ECT
Story Updated: Oct 31, 2011 at 11:52 PM ECT
SEVEN police officers assigned to the Southern Division Robbery Squad and CID have been charged with the murders of Abigail Johnson, Allana Duncan and Kerron "Fingers" Eccles.
The instructions to charge the officers—six men and one woman—were given by Director of Public Prosecutions Roger Gaspard last evening to a specially hand-picked team of detectives, under the supervision of ACP Raymond Craig, head of the Professional Standards Unit.
The female officer is the mother of a four-month-old baby. She had expressed concern regarding the safety and welfare of her child shortly after her arrest.
During a brief telephone interview last evening, DPP Gaspard confirmed he gave the police advice to charge the officers with the murders of Johnson, Duncan and Eccles.
"I advised the police, earlier, to charge the seven officers with three counts of murder," Gaspard said.
As word of Gaspard's advice to charge the officers spread throughout the Police Service, police officers throughout the country expressed shock and concern over the latest developments.
"I can't believe this has happened. It's a sad day for the Police Service and a huge embarrassment within the past decade since this incident occurred during the execution of their duties," a senior police officer who asked not to be named told the Express.
Contacted last evening, Deputy Commissioner of Police in charge of Anti-Crime Operations, Mervyn Richardson, said the law must be allowed to take its course.
Saying he did not wish to comment on the decision to lay charges against the officers, Richardson assured that the police will continue to execute their duties without fear or favour.
He said: "Currently this is a mater that is going to be before the court and I will not be commenting on it, but I want to assure the public that we are here to protect and serve them with pride and this what we will and will continue to do.
"I don't want the public to lose focus of our mandate and in the same breath, we will not tolerate any rogue officers— and I'm not referring to this case since it's before the court—but I'm speaking in general terms. We have effective systems in place to deal with allegations of misbehaviour and misconduct against our officers and this process will continue as we seek to regain full confidence in the public," Richardson said.
Six of the officers were held at their homes by police during the early hours last week, while the seventh surrendered himself to officers at the Region III Homicide Bureau of Investigations in San Fernando late on Friday, three months after the killings, which immediately brought a sense of hope for the victims' family and friends.
The officers were interviewed and statements recorded over the weekend, with one of the officers giving a 17-page detailed statement, sources said.
The killings of the trio caused outrage and sparked a week of fiery protests in Moruga with villagers blocking the roadway with burning tyres and debris during several stand-offs with police officers, causing Commissioner of Police Dwayne Gibbs to fly to the area via a helicopter, where he met with relatives of the victims.
Gibbs gave the relatives the assurance that the killings would be thoroughly investigated and anyone found culpable would be brought to justice.
But, Gibbs's assurance did not quell the street protests, until chairman of the Police Complaints Authority Gillian Lucky, went into the area and spoke with the villagers. She, too, assured that she would do all in her power to ensure the matter wasn't swept under the carpet. Lucky had been closely supervising the police probe into the incident.
The officers, in reports submitted to their seniors, said they were first shot at by Johnson, Duncan and Eccles, who were occupants in a car at Poui Trace and Rochard Road, Barrackpore.
They further claimed they had attempted to intercept the vehicle when shots were fired at them, causing them to return fire. Johnson, Duncan and Eccles were repeatedly shot about their bodies and taken to the Princes Town District Hospital where they were pronounced dead on arrival.
Craig had been appointed to supervise the investigation by Commissioner Gibbs after relatives of the victims objected to Snr Supt Donald Denoon, head of the Homicide Bureau of Investigations (HBI), being the lead investigator in the Moruga killings, as he may have known the officers while he worked as a senior policeman, and head of the Southern Division, before taking charge of the HBI.
Attorney for most of the officers, Subhas Panday, who was a minister in the ministry of national security at the time of the killings, have been meeting with the officers, who were housed at separate police stations along the east- west corridor, since their arrest.
President of the Police Service Social and Welfare Association, Sgt Anand Ramesar, has criticised his colleagues for the manner in which they arrested six of the officers. He said the manner in which the officers were taken from their homes was disappointing since there was no justification to take the officers out of their beds in their sleep wear.

three criminals get shoot down and thy want to say the police wrong, police are not being allowed to do their jobs, now other officers will have to wonder if they shoot if they will end up in the same position... i'm sure they will win their case.

when criminals rob innocent ppl, tuners quick to bawl "where the police?" "why the police doh kill them ppl?" "bring back the flying squad!"
now when 3 persons who are known to have been involved in crimes get killed by police, is "lock up the police!" "them feel they too big!" "look how they kill innocent women!"

the hypocrisy is strong in this thread.

So why can't their names and faces be published? The papers I have seen and read today doesn't have either.
If was me, down to my goldfish name would have been published. Police sometimes approach horribly and have even worse of an attitude. They feel they are above the law and can do what they want. Why aren't police officers ticketed for parking, tint, unspecified lights etc? If it does happen, it is rare. We have to start somewhere. The sheit in this country has to come to an end.

Now I am not saying that these officers were not shot at first for them to return fire. I'm saying accused persons names' are always published. As far as the law, you are innocent until proven guilty. In a court of law, it's not what happened or what you know, it's what you can prove.
