if you have a router connected to your modem, disconnect it and plug in the ethernet cable directly to your pc or laptop. refresh your settings and everything should be back to normal.

open INTERNET EXPLORER, press your refresh button 100 times on the home page, this alerts microsoft that your internet connection may be giving issues and actively throttles your bandwidth to ensure that pages load faster so that you can access them effectively. This doesn't work with other browsers because they are not affiliated with Microsoft.
