registering an unregistered vehicle

Is it possible to register a vehicle that is more than five(5) years old if you're not a returning citizen?
Also what is this thing about buying an unregistered vehicle, buying the rights to a crashed vehicle and tranferring the rights to the unregistered vehicle?
