I already started doing that, mostly ornamentals and lemongrass in pots.The lemon grass repels mosquitoes.I will say that it cools down the place somewhat.
Plant stuff whenever and wherever you can.

Engineering a standard gate to do flood gate work is possible. Just think of instead of having the gate on a post it needs to be in the post and ground. Wheel need to be within the frame. The post must have seam to get into and there needs to flaps on three sides to make a quasi seal.
