The Tobago House of Assembly’s (THA) Division of Education, Youth Affairs and Sport is currently investigating a video, which has gone viral on social media, of two teenaged secondary school students having sex in a classroom.
Parents and viewers on Facebook have expressed outrage at the video, noting the students were brave enough to commit the act in their school uniform and it seems to have been videotaped by another student.
The school is based in Tobago’s capital, Scarborough. In the video, the female student is sitting on top of the male student on a chair in a corner of a classroom.
Several viewers posted comments such as: “They should be expelled.” “This is disgusting, they should be expelled or suspended.” “Adult jail please. She looks like Form One.”
Contacted on the issue yesterday, THA Secretary of Education, Youth Affairs and Sport, Huey Cadette, said they were currently investigating the matter as it had been brought to their attention before.
“I am aware of it and it was being circulated before,” he told the T&T Guardian in a telephone interview
Also contacted yesterday, T&T Unified Teachers' Association (TTUTA) first vice- president Antonia de Freitas said they were unaware of the video but promised to look into it.
“It is a cause of concern and it will be investigated by the division,” she said.
This is not the first time such sex acts by students have been caught on video and posted on social media.
Addressing the issue yesterday, president of the National Parent Teacher Association Zena Ramatali said a lack of supervision could be one of the underlying factors which help to facilitate such acts.
“Besides social issues, when it comes to school there is a lack of supervision and we have to reach out and teach the children about having sex at an early age and diseases you could contract from having sex,” she said.
Campaign on May 1
Ramatali said they had already planned an anti-bullying walk in Tobago for May 1 but will now have to factor in this latest incident as part of their drive.
“We have invited and partnered with the THA and there will be some of the students in the walk and business people and we are looking at motivational speakers. We will be going with members of the PTA from Trinidad.
“We are hoping to sensitise our community about the issues of discipline, sexual exploitation and violence and values of their bodies and making right choices,” she added
Lana Boodoo-Maharaj, founder of the Stop the Bullying Facebook page, said sex in school was a very serious issue and parents support was needed to solve the problem.
“The Ministry of Education is doing nothing to solve the problems and parents need to stand up and say more. We want all this to end.
“Since the ministry can’t find a solution to the issues, we the parents have some ideas that can help them. Counselling and suspension cannot solve the issue. If we the parents don’t act now our children will be lost to this dreadful place,” she added.
Rape, incest rampant in Central Trinidad
There have been more than 200 reported cases of incest, rape and sexual abuse for the year to date in Central Trinidad.
Last year, Central Trinidad also recorded the highest number of reported cases of rape, incest and sexual abuse in Trinidad and Tobago.
The statistics were revealed yesterday by Margaret Sampson-Browne, director of the Police Service Victim and Witness Support Unit, at the "Violence Against Children" conference at Hyatt Regency in Port of Spain.
"We have had almost 800 clients coming to us from central...including Chaguanas, Couva, and those outlining areas in central.
"It is now quite evident that child abuse is becoming rampant in our country," she added, noting that the children of the nation are under attack by sexual predators, who must be jailed.
"The reality is the adult men use their penis on little children— anal sex, oral sex and vaginal sex and it's happening," said Sampson-Browne, who stressed the need to "design a social network, a crisis management information service, so in a crisis like this people shouldn't wonder where I have to go...people should just fall in to work with them".
She said the Children's Authority Act has no impact on the criminals.
Senior Counsel Dana Seetahal also agreed.
She said if you neglect a child by suffocating the child to death, under the Children's Authority Act, the criminal, if given a summary offence, is fined $5,000 or six months' imprisonment.
"The act talks about burning of children negligently, but you know what I think about that...the penalty for that is $400.
"Also if a child is injured, so much so that the child loses sight, hearing or a limb...the law states that for summary offences, the perpetrator can be fined $5,000 or six months' imprisonment. However, under the Offences against a Person Act, the perpetrator can get life imprisonment.
"I had to go to Toco...a father and a son sexually abused the child, the community turned against her, the grandmother turned against her...she had to go by a friend," said Seetahal.
Both Sampson-Browne and Seetahal are calling for the Children's Authority Act to be re-visited and for stiffer penalties to be enforced.
Sampson-Browne noted that they have already submitted a proposal to acting Commissioner of Police Stephen Williams for a children's task force. She said police officers who are a part of this force will receive special training.

The Toppin tale.
That was how Housing Minister Dr Roodal Moonilal labelled statements by Tobago East MP Vernella Alleyne-Toppin in Parliament on Wednesday.
Moonilal, Leader of Government Business, said he was privy to the arguments raised by his colleague.
Alleyne-Toppin, he said, raised pertinent questions which needed to be answered.
In her contribution in the debate on the motion of no confidence in Opposition Leader Dr Keith Rowley,
brought by the Government, Toppin suggested Rowley was born as a result of rape and these circumstances have made him “aggressive” and “arrogant”. She also raised questions about a teacher who fathered a child with a pupil in Tobago.
Moonilal said: “I think people are trying to kill the messenger and not looking at the important questions being raised. Dr Rowley has questions to answer. The bigger issue
is why was Dr Rowley not in the House to answer. Dr Rowley made very scandalous allegations against me. I was in the House and I stood up and refuted them and condemned them. He had a right to be in the House and hear those allegations and stand up on the record and refute them. So Mrs Toppin was in her right to speak and raise those questions; she was also raising issues in the context of behaviour and conduct.”
Moonilal asked that citizens review Alleyne-Toppin’s statements thoroughly before casting aspersions.
“She was not talking about the whole world. She was talking about one person, on a substantive motion, for which she was permitted to do that. I beg those persons who are condemning to please go and read her speech or watch the television. She was raising the issue of one person and what may be responsible for his conduct. It is a conduct that Patrick Manning (and) Colm Imbert alerted us to,” he said.
Moonilal questioned why Rowley
hid his son, whom he fathered in another relationship, from the public.
“I call (this) the Toppin tale. Yesterday, we learned that Dr Rowley is the proud father of a grown-up son. We in 25 years in public life never knew that. In fact, recently, when he was attacking the Prime Minister, he said that he loved women and that is why he has a wonderful wife and two wonderful daughters. He didn’t tell us about the wonderful son. I am very proud of my son, but it took us 25 years to learn that he has this son,” he said.

Abuse of office

GOVERNMENT Whip Dr Roodal Moonilal yesterday accused Opposition Leader Dr Keith Rowley of an abuse of office and an attempt to deceive Prime Minister Kamla Persad-Bissessar and President Anthony Carmona in relation to Rowley’s non-disclosure of the fact that he was backing the appointment of his witness in a private lawsuit to the post of director of the Police Complaints Authority.
Piloting an unprecedented motion of no-confidence brought against an Opposition Leader, Moonilal also raised questions over Rowley’s reported ownership of a $3 million apartment at One Woodbrook Place as well as his role, in 2007, in pushing forward the doomed Las Alturas housing project built on a site which lay atop of a failed bedding plane at Morvant.
In a 44-minute speech in the House of Representatives, Moonilal called on Rowley to tell the truth on the issue of the extent of his knowledge – in November 2014 – that David West was a witness in his defence in a defamation lawsuit brought by former Attorney General Anand Ramlogan. He said Rowley and his one-time lawyer in the case, Faris Al-Rawi, had issued conflicting statements on this matter.
Moonilal said in Parliament on February 20 Rowley had said, “I will admit that I did not discuss it with the Prime Minister because as far as I was concerned there was no requirement to discuss it.” However, by March 3, Rowley said, “I had no idea Al-Rawi had sourced him as a witness.”
“Which one is the truth?” Moonilal said. He said it would be, “remarkable, incredulous, unbelievable and bewildering” if Rowley did not know West was his witness.
Moonilal also said Al-Rawi stated in a CNC3 television interview on February 3 that Rowley knew West was his witness. He said either there was “monumental ineptitude” or there are “charges to be laid.”
“Is either you know or you did not know because there are grave implications,” Moonilal said. “I am saying the Leader of the Opposition knew. You abused your office as Leader of the Opposition to nominate your witness when you should have made that material disclosure.” Moonilal continued, “The member for Diego Martin West knew he had a beneficial interest in his witness who was also his nominee and proceeded to deceive the Prime Minister, His Excellency the President, to have that person appointed.”
He said the Integrity in Public Life Act stipulates that persons in public life must act in a manner that is fair and impartial and must show no undue preferential treatment to anyone. Moonilal also called on West to clarify the question of who approached him to be Rowley’s defence witness.
“Given the public interest in this matter, David West should indicate who sourced him, who solicited him? Somebody approached him,” the Government Whip said. “He should indicate whether the Member for Diego Martin West solicited him. This David West is a voluntary witness. He is not the District Medical Officer. He is not an expert witness. He is there because he is willing to provide evidence in support for the interest of and for the benefit of the Leader of the Opposition.”
Moonilal also responded to comments Rowley made on a political platform the night before in relation to claims that Moonilal owned a mall at Holland.

“I don’t own a tulip or a windmill,” the Housing Minister said. Citing the email allegations, Moonilal said Rowley was simply creating mischief, raising allegations without documents or checking facts. He lashed back by making further allegations against Rowley.
Moonilal asked whether Rowley owns an apartment at One Woodbrook Place.
“Is it that the member for Diego Martin West is the owner of an apartment at One Woodbrook Place?” the Whip asked. “I don’t own an apartment at One Woodbrook Place, I live with my mother at home.”
Moonilal said he was not saying there was anything wrong with owning an apartment per se, but questioned if Rowley had played a role in the granting of statutory approvals for the project. Moonilal said he understood that Rowley was the minister in charge of giving planning approval for the condominium project.
“A minister who would sign-off on a project just so happened to have owned one apartment there later,” Moonilal said. “They are accumulating property all over the place. But if I build an outhouse he will ask me who owned and designed the basement.”
In relation to Las Alturas, Moonilal said Rowley, one-time Minister of Housing, was present at a site visit in January 2007.

The Opposition PNM is supporting Antigua’s proposed candidate for the post of Commonwealth secretary general and has called on the Prime Minister to withdraw T&T’s proposed candidate, Planning Minister Dr Bhoe Tewarie.
PNM leader Keith Rowley made the call at a media briefing on Monday at the offices of the Opposition, Port-of- Spain.
Foreign Affairs Minister Winston Dookeran last week confirmed there was no decision on the post at the Caricom leaders’ Inter-sessional meeting in the Bahamas last month.
Leaders were scheduled to discuss whom— among three Caribbean- born candidates including Tewarie—to support for the post.
Rowley claimed yesterday Tewarie was “relatively unknown in the region and Commonwealth as a diplomat, had no experience in diplomacy and Commonwealth affairs and is a poor candidate”. He claimed the only Government supporting Tewarie was T&T’s and called on the PM to withdraw the “unsuitable candidate.”
Yesterday, Dookeran said he couldn’t substantiate if only T&T was supporting Tewarie or who else was, since that was a discussion being done by the leaders.
Rowley claimed nine of the 12 states were supporting Antigua’s Ron Sanders. In a statement of his distributed after the media briefing, Rowley said the PNM fully supported Sanders whom he said was the quintessential regional man. He said if T&T didn’t have a superior candidate it should have backed another who had support so when T&T needed support on other things, it would receive it.
Accusing Government of nepotism and cronyism on the candidate issue, he said T&T’s candidate for the African, Caribbean and Pacific secretary general post Dr Hamid Ghany failed “spectacularly to be elected last year.
Rowley also called on the Prime Minister to clear the air on “what’s happening “in Chaguaramas. He said 75 acres were given to a COP member who’s now forming a party.
Last year, Rowley complained (now ex—COPer) Joe Pires got land there.”“And now we’re hearing all kinds of developments in Chaguaramas,” Rowley added.
He said the Chaguaramas Development Authority said the Chaguaramas Convention Centre wasn’t being sold but was being leased. He said leases were for 30 years in some areas but the CDA was “trying to fool people” by saying “lease” when the issue was “disposal of assets,”
He said the PM, recently answering a question on it, didn’t give terms of the lease. On plans for a PNM march in Chaguaramas, Rowley said the PNM would await information on the land issue before finalising its action.
“This Government is a kleptocracy who came to get what T&T has to offer,” he claimed. Rowley expressed concern about SIS Ltd using Caroni lands, slamming Lands Minister Jairam Seemungal on that and the Commissioner of State lands.
Saying state institutions were failing, he said he’d waited two years for the police regarding the Emailgate probe and also hadn’t heard anything on a probe of racist placards in a PNM march a couple years ago. He voiced similar concern about the judiciary on recent events where former AG Anand Ramlogan had claimed victory in an Emailgate judgment. He said the public was tired of issues concerning the PM, President, judiciary, Police Commissioner and Integrity Commission.
