Russia Begins Retreat from Kyiv in ‘Major Strategy Shift’: U.S. General

Faced with surprising opposition and bogged down supply lines, Russian President Vladimir Putin is repositioning his forces in an attempt to gain a more effective position.

Russian troops have begun retreating from positions around the Ukrainian capital of Kyiv as a part of a “major strategy shift,” a senior U.S. commander for operations in the region said Tuesday, as Russian President Vladimir Putin’s war plan continues to suffer from surprising resistance and poor execution.

Air Force Gen. Tod Wolters, commander of U.S. European Command, was asked Tuesday morning during a congressional hearing about developing media reports that Moscow had begun withdrawing some of its troops stationed around the capital city and other points in northern Ukraine to focus instead on targets elsewhere.

“I can verify that the comments you made with respect to the shifting dynamics on the ground domain in the vicinity of Kyiv are exactly what we see from a EUCOM perspective,” Wolters told the Senate Armed Services Committee following questioning from Sen. Roger Wicker, Mississippi Republican.

A Ukrainian military officer operating in Chernihiv – another focus of Russia’s campaign in the north – tells U.S. News that bombings and rocket fire from Russian aircraft accelerated Tuesday morning in support of a large scale repositioning of its infantry forces, apparently to southern Ukraine. The officer spoke on the condition of anonymity to discuss sensitive details.

Pentagon says Russia 'repositioning' troops in Ukraine following claim of reducing military campaign


The Pentagon said Tuesday that Russia's claim that it will reduce its military campaign in two Ukrainian cities is really Moscow "repositioning" troops. 

"We ought not be fooling - and nobody should be fooling ourselves by the Kremlin's now recent claim that it will suddenly reduce military attacks near Kyiv or any reports that it's going to withdraw all of its forces," Pentagon press secretary John Kirby said.

"We believe this is a repositioning, not a real withdrawal, and that we all should be prepared to watch for a major offensive against other areas of Ukraine. It does not mean the threat to Kyiv is over," he added.

Moscow claimed earlier on Tuesday that it would "drastically reduce military activity" near the cities of Kyiv and Chernihiv near the Belarus border.

Ukraine signed the Lisbon Protocol and joined the non-prefoliation treaty, at that time they had the third largest stockpile of nuclear weapons with no triggers or controls so they was useless. Russia controlled the codes to operate them and Ukraine had really no choice but to give back their stockpile of Nuclear weapons.
However, the Budapest Agreement signed by the UK, US of A and Russian gave them some ambiguous assurances of respecting the borders of Ukraine and to refrain from the use of force but little or no real protection as independent state.

Zelensky made the gravest mistake by taking the advice the West/NATO expecting them to step up and offer Ukraine protection. The West/NATO were stopped in their tracks when Putin put his Nuclear Arsenal on alert.

As pertains to that, I got 2 words

Ukraine appears to have begun shelling Russian territory

RIA Novosti, a Russian government-controlled publication, reported Tuesday that an explosion near the village of Zhuravlyovka injured four people. The outlet reported that the source of the explosion was an attack that originated from within Ukraine.

Interfax, another Kremlin-friendly publication, reported that Zhuravlyovka and the nearby town of Niekhoteyevka were placed under emergency orders, and roughly 180 people were evacuated to the city of Belgorod as the result of an explosion at an ammunition depot.

Interfax did not pin blame for the explosion on Ukraine, but it did note that authorities believe it was not an accident.

Russia hits near Kyiv, other city despite vows to scale back

KYIV, Ukraine — Russian forces pounded areas around Kyiv and another Ukrainian city overnight, local officials said Wednesday, just hours after Moscow pledged to scale back military operations in those places. The shelling further tempered optimism about possible progress in talks aimed at ending the punishing war.

Russia did not spell out what exactly a reduction in activity would look like, and while the promise initially raised hopes that a path toward ending the bloody war of attrition was at hand, Ukraine's president and others cautioned that the commitments could merely be bluster.

Moscow, meanwhile, reacted coolly Wednesday to Kyiv's proposed framework for a peace deal, with Kremlin spokesman Dmitry Peskov saying it was a "positive factor" that Ukraine has submitted its written proposals but adding that he saw no breakthrough.

The British Defense Ministry said heavy losses have forced some Russian units to return to Belarus and Russia to regroup but that Moscow would likely compensate for any reduction in ground maneuvers by using mass artillery and missile barrages. And the Russian military reported a new series of missile strikes on Ukrainian arsenals and fuel depots over the past 24 hours.

Biden promises Zelenskyy another $500M in funding in hour-long call, bringing US aid to Ukraine to $2.5B

President Biden promised Ukraine President Volodymyr Zelenskyy an additional $500 million in aid during their nearly one-hour phone conversation Wednesday, the White House confirmed. 

The call between the leaders of the U.S. and Ukraine lasted from approximately 11:08 a.m. to 12:03 p.m. EST, and afterward both parties revealed what was discussed. 

Biden informed Zelenskyy "that the United States intends to provide the Ukrainian government with $500 million in direct budgetary aid," according to the White House. 

The White House later clarified to Fox News that the $500 million was new funding. It comes in addition to the $800 million in security assistance announced by the White House on March 16, which brought the total committed to Ukraine in that past week alone to $1 billion. As of Wednesday, the U.S. has now allocated a total of $2.5 billion in funding for Ukraine since Russia’s Feb. 24 invasion.

Zelenskyy actually told Biden *not* to sanction Abramovich because they wanted him as a mediator, according to a report.

Considering that the bulk of it is in the form of weapons, ammunition, food and medical supplies, I doubt it have that much actual financing aid going in for people to make disappear. No doubt, some will go missing in the confusion, but I doubt that it will be enough to make a material difference.
Iirc somewhere I read that of all the assistance given by foreign governments so far, less than 15% is in actual financial instruments.

Hit him where it hurts the most. Wonderful tactic.

Right now, hardly anybody buying Russian oil. So by taking out their stores and reserves, by the time Vladimir decide to give up this mad campaign he eh go have hardly anything left to sell, making the Russian economy even weaker and take much much longer to recover from all this mad war spending with no income.

So it safe to say RUSSIA is simply a pothound now in the world's view in terms of military power.....plenty of bark but no bite when a pompek like UKRAINE giving them all this pressure.
