CRACKS AT LAS ALTURAS SITE LONG BEFORE CONSTRUCTION STARTED
Created on Tuesday, 10 March 2015 20:02
Evidence emerged on Tuesday at the Commission of Enquiry into the Las Alturas Housing Development that a large crack in the land was observed, even before construction of the apartment complex in Morvant began.
Junior Counsel for the Commission, Jagdeo Singh, uncovered the revelations during his cross examination of a Project Manager for the site.
Mr. Trevor Delandro of Planning Associates was the Project Manager attached to the Las Alturas Housing Development in Morvant.
He told the Commission what he observed during a site visit in March of 2005, before construction of the housing development even began.
"On a site visit to the Lady Young Garden Apartment project undertaken on 14th March 2005, a wide longitudinal crack was observed along the top of the slope. This crack is shown at Figure 2 and Photograph #1. Photo #2 shows quarry overburdened with material and tree trunks at the Block J excavated floor level."
Mr. Delandro said that Udecott's original plans were for 297 housing units at the site but this had to be revised when the crack and land slippage were discovered.
"We did two proposals, one for 150 and one for 147. Both were rejected. This letter states that in a sense ‘we want 297 and we not budging.'"
The Commission was told that the original plans were eventually altered to eliminate buildings that were to be constructed in close proximity to the land slippage.
"In the planning’s original layouts, there were five apartment blocks to the bottom of the cracks. That was what was eliminated."
Earlier in his cross examination, Mr. Delandro told the Commission that the main contractor, China Jiang Su Corporation, was the lowest bidder and it bid the lowest to get a foothold in the construction industry and some of their prices, like $3.50 to haul excavated material from Morvant to the Beetham dump, were ridiculous.
Geotechnical Associates Counsel, Justin Phelps, argued that the information was impermissible, but Commission Chairman Mustapha Ibrahim did not agree.
Mr. Delandro will return to the witness stand on Wednesday

Process server Mark Adams says he was abused by Attorney General Faris Al-Rawi and given the same circumstances as obtained in attempts to serve election petition on Al-Rawi and others he will do the same way again.
Adams said so during a news conference called by attorney and Opposition Senator Wayne Sturge at his office on Richmond Street last evening to clarify claims by Al-Rawi that the document was served to Al-Rawi during the funeral service for former PNM government minister Errol Mahabir at St Paul’s Anglican Church, San Fernando, last Friday.
He said Al-Rawi was abusive to him when he attempted to present the document outside the church after the funeral service.
“So when I was outside with him he stopped every single person coming out of the funeral and it became the Al-Rawi show. I am standing here and he continues to belittle me and say how despicable he thinks I am.
“And I am a stupid lil boy and how dotish he finds I am and how disappointed he is in me as a human being and he even made comments to the effect that he doubted whether I was human at all,” Adams told reporters.
“So he was abusing (me), making me a public spectacle, ridiculing me consistently. I stood there, I took the insults, I took the abuse,” he added.
Adams said after walking away he was followed by a security officer.
He said he told the officer he had to serve the document but he was told by the officer “not here.”
Adams said he subsequently “laid the document at his (AG’s) feet.” He said he “did not mean disrespect to the Attorney General.”
He said the document “was not thrown, it was laid at his feet. I actually bowed and laid the document at his feet.”
He also said two other ministers were verbally abusive to him.
Contacted for comment by CNC3 last evening, Al-Rawi said Adams’ claims were “entirely untrue.”
Admitting he heard the news conference live, Al-Rawi said: “None of these events (claims) are true.”
He said Adams “did engage in service in the middle of a funeral service and that is entirely inappropriate.”
Al-Rawi said he did not think anyone in the country would believe he “will berate a human being in the manner that this human being suggests I did.”
He said the development was “an extension of a desperate attempt by the UNC to make some sense out of their political venture (as) this election petition is destined to be a severe failure on the part of those who seek to prosecute it.”
Sturge said two attempts were unsuccessfully made to serve Al-Rawi at the church but “the service was effected outside the church close to the roadway.”
Sturge said more than one attempt to have the petition served on Al-Rawi and five other Government MPs were rejected by the respective MPs.
The petitions following the mounting of a legal challenge to the results in the six constituencies — San Fernando West, La Horquetta/Talparo, Toco/Sangre Grande, St Joseph, Tunapuna and Moruga/ Tableland — arising out of the legal challenge to the September 7 general election results in six constituencies.
He said letters were sent to both the PNM general secretary Ashton Ford and attorney Michael Quamina seeking assistance in arrangements to present the document to the respective MP.
“They did not agree to accept service in the dignified manner and in the circumstances the process server was hired to effect service,” Sturge said, adding that “thereafter the cat-and-mouse game ensued.”

30,000 cruise ship visitors expected
Published on Sep 29, 2015, 11:25 am AST
By The Multimedia Desk
THE Tourism Development Company (TDC) is expecting sixteen cruise ships carrying 30,000 visitors to dock in Port of Spain when the 2015/2016 cruise ship season starts in November.
The visitor numbers represent a 56 per cent increase in cruise passenger arrivals, when compared to the same period last year, according to the TDC, which issued a statement on Tuesday.
The TDC said: “Some of the world’s most luxurious cruise ships have added Trinidad and Tobago to their itineraries for the upcoming season including the MSC Orchestra, with a capacity of over 2,000 passengers and the intimate yet sumptuous World Odyssey and Voyager ships. Also making a return to Trinidad and Tobago’s waters are the Saga Sapphire and Seven Ocean Princess”.
According to the TDC, the increasing popularity of Trinidad and Tobago as a port-of-call comes as the Caribbean Tourism Organisation reported 104 per cent growth in cruise tourism arrivals for the twin island nation between 2014 and 2015, the largest rate of growth reported for any destination.
“As the amount of visiting ships grow in number, so too are the variety of on-shore activities and tours available for cruise passengers, both in and beyond the city of Port of Spain. Shore side activities are as much a part of the cruise experience as enjoying the onboard services of the cruise ship and visitors to the islands can explore through the eyes of a local the City Tour, bask in the beauty of the lush northern mountain range en route to Maracas Beach or witness the spectacular sight of Scarlet Ibis at the Caroni Swamp and Bird Sanctuary”
The TDC said it will be deploying Visitor Guides in and around the Port of Port of Spain to assist passengers, with local tourism ambassadors and visitor guides strategically positioned at the cruise ship terminal and in the streets of the capital city to assist passengers with maps and information on local points of interest.

A plea for Ezekiel
US$150,000 needed for surgery to save boy's life

One month after six-year-old Ezekiel McIntyre, of Sea Lots, was diagnosed with four heart defects, which can only be corrected by surgeons abroad, his family has turned to the public for help with raising at least US$150,000 to get the procedure done.
Little Ezekiel, who was one of the children featured in the music video for 2013's “I See Lots” by soca superstar Machel Montano (featuring Morgan Heritage), needs surgery urgently, his mother Pearl James McIntyre told the Express yesterday.
While the family has applied to Government's Children's Life Fund for assistance, McIntyre said they were told that, with changes to the Government, accessing the Fund could take longer than normal.
McIntyre said her son was not born with any known heart defects but was diagnosed with a hole in the heart at age four.
Just over a month ago, he began exhibiting signs of deterioration, including bouts of exhaustion, shortness of breath and chest pains, that led the family to take him for further testing.
“He began clutching at his chest and turning blue,” McIntyre said.
“We were shocked when the doctors at Mt Hope hospital told us that he now had four heart defects that had to operated on. We were also told that there was no cardiologist in Trinidad who could perform that type of surgery.”
The family was told that the condition will deteriorate with time and that the surgery should be performed “as soon as possible”.
A hospital in Colombia, USA has been recommended, but is financially out of reach for the family.
“We are hoping to have a curry-que soon to raise some money and also we are looking at a barbecue at the end of the month. For that event we are hoping for funding from the public to furnish the items needed and are hoping to sell at least 300 tickets,” McIntyre said.
Ezekiel will remain at home and under medication until the operation, but his condition is worsening, his distraught mother said.
Anyone with interest in assisting the McIntyre family can contact members at 304-3338 or Ezekiel's mother Pearl James McIntyre at pearljames71@gmail.com.
The family has also obtained a certified account for the purpose of fund-raising at RBC, account number 100088176607671.

He shot Cudjoe about the head and upper body at least ten times. Cudjoe died at the scene.
The gunman escaped north along the same road.

Call for upgrade of salaries

Tobago doctors protest during their lunch period, outside the Scarborough General Hospital, yesterday. —Photo: ELIZABETH WILLIAMS
Doctors attached to the Tobago Regional Health Authority (TRHA) yesterday called for their salaries to be upgraded or they would embark on rest and reflection.
The doctors were dressed in black and protested during their lunch period at the Scarborough General Hospital. The doctors have said they want their salaries to be on the same scale as doctors in Trinidad. They are operating on 2008 salaries.
The Tobago medical doctors’ Public Services Association (PSA) representative Dr Gillian Wheeler told the Express they have been patient with the TRHA. A meeting took place in August and new
salaries were promised, but this is yet to become a reality.
“We are getting 2008 salaries in Tobago in 2015. The doctors in Trinidad have been receiving salaries from the end of July for 2015. The TRHA board has been holding up signing an agreement with the PSA and on behalf of the doctors in Tobago for
frivolous reasons, and the doc-
tors are getting very frustrated about it,” Wheeler said.
The PSA was able to negotiate with the TRHA in August and an agreement was settled on for the period 2009-2014.
Christopher Joefield of the
PSA said TRHA has not signed this agreement to date.
