Btw these Land Cruisers are not the first armoured vehicles in use, there are several like these in use by the State as well as 3 embassies

If I had to make a guess it would be the US, Canadian and German Embassies.
I left out British because their security so lackadaisal. Once when I had a job interview there I was left in the Ambassador's office for 1/2 hour unattended.
When the HR person came to get me she was stunned I about that.
True Brits rich and higher ups drive simple cars in the UK. They are often targets by the police. Even the royal family gets pulled over and ticketed.
