The construction of a ramp at the Scarborough Port in Tobago to accommodate the docking of the Jean de la Valette will cost $8.9 million, exclusive of Value Added Tax.
A new ramp has to be fabricated as the existing shoreline ramps at the port can accommodate the T&T Spirit but not the JDLV, owing to the vessel’s freeboard height.
Works and Transport Minister Rohan Sinanan explained that the new ramp will be fashioned with an adjustable landing platform, making it removable.
He was responding to a question from Opposition Senator Wade Mark during Tuesday’s sitting of the Senate.
Sinanan said its removable feature would allow for the ramp to be put to use in similar operations for other vessels in the future.
The Minister indicated that the sole select procurement process was used to select the contractor – Steel Structures Trinidad and Tobago Limited.
The selection was based on several considerations, including structural needs of the ramp to accommodate operations of the vessel in low and high tide the loading and unloading of 156 vehicles.
The National Infrastructure Development Company Limited (NIDCO) was tasked with identifying a contractor with the requisite experience and ability to complete the designs and construction work within an approximated three-week timeframe.
Sinanan noted that the sole select procurement method is routinely used in public sector projects, particularly for those that must be completed within a short period of time.
He noted that the contractor is well-known experienced, and has a slew of structural engineers, fabricators and erectors with a good track record for the construction of ramps for vessels.
In listing the contractor’s experience in fabrication, Sinanan said the contractor previously built ramps for the Galleons Passage, C3 Centre in San Fernando and multistory carparks located along Richmond Street in Port of Spain.
Given the short timeframe for the completion of the construction, the contractor will be required to fund the project.
The Minister added that the contractor was able to quickly negotiate competitive rates with NIDCO based on previous work produced.
Regarding accommodation at the port of Port-of-Spain, he noted that additional ramps have been put to use which allow for increased berthing space, which is especially needed when cruise ships come in.
Pressed further by Opposition Senator Saddam Hosein on whether there was prior knowledge of the need for additional ramps at the Scarborough and Port-of-Spain ports, the Minister explained that once new vessels are brought in to any country adjustments in berthing accommodation must be made.

there was a meeting with Valsayn residents where Deyalsingh and Ronnani made up the members of the panel. The meeting centered on a new project that was expected to take place soon but a parcel of land seemed to be in the way. Deyalsingh with his cocky self decided to question and interrogate persons who attended the meeting about the ownership of the said parcel of land. Ronanni had to jump in and say that he owned the piece of land......only deafening silence followed

ENERGY Minister Franklin Khan revealed in Parliament Tuesday that total cost associated with the demolition and rebuilding of the Prime Minister's Residence in Tobago was $17.5 million. He was responding to a question in Senate on the reasons for the increase in the cost of repairs on the project. Khan, however, said the question was based on a false premise.
"The official residence of the Prime Minister in Tobago was not repaired, but the old building on the site was not maintained in particular over 2010-2015 period."
He said the building was in such a state of disrepair that it had to be demolished and rebuilt, and therefore the question of an "increase in cost of repairs" did not arise.
Khan explained the scope of works related to the project involved the demolition of the structure, design and build of the Prime Minister’s Residence, addition of a visitors' car park, restoration and upgrade of the access road with improved drainage, and the demolition of the existing security building on approach to the residence.
Opposition Senator Wade Mark asked what was the period of time it took to complete the project but Senate President Christine Kangaloo said the question did not arise.
