Do they buy the phones from the manufacturer for themselves first at cost on a supply contract with the manufacturer, and then lock it and make back their money 200% profit over 2 years? Since they own the phones they can legally sell it at whatever price they want, but since it's on a plan, the phone isn't really sold at that price.
Also read somewhere that a lot of mobile providers are refusing to unlock the customer phones even after the plan has finished.
This legislation permanently legalizes unlocking phones for personal use, but also legalizes developing, selling, and trafficking that technology. There is little point in making a technology lawful for personal use, but keeping it illegal to develop, traffic or sell. The Unlocking Technology Act recognizes that this pro-free market technology is pro-innovation and should be made available to consumers. Consumers who unlock their phones to use a different service provider after their contract has expired, and in particular thousands of service members who have to unlock their phones when they are deployed abroad, should be able to do so without being felons punishable by 5 years in jail and $500,000 fine.

Yeah a store owner basically confirmed that today for me too. They said its bmobile not supplying them with the phones. SO they advertise this big sale and they damn well knew the demand would be high but oh well. That alone turned me off. Will just go and get my nexus 4 or something like i was planning to.

That is exactly what most companies do, having a particular phone exclusively at times, offers you to be able to sell at a 'loss' however, the charge isn't in the sale of the device but the service. Most phones are 'given' away but look at the stipulations of having that 'brand new' toy being tied to a phone plan that cost let's say $300.00 per month for at least 24 months. It locks you into their network, and also it keeps you as a 'faithful' customer. If you like the service you sign up for more, if you don't, you can't leave until the contract is broken!
