Cannot legally by legislation subject one set of people to one set of rules whilst all others are not, simply based on where they live, because of the actions of a few in the area in question.

Come on…a curfew to reduce a already reduced murder rate? Not happening. They will hold off all the way up to elections.
If UNC wins….they will get a spike in murders again back to square one once the SOE is lifted and PNM leaves boasting their reduced numbers.
If PNM wins…..well they back in power so go back to how things were.
