Piarco probe: 2 firms apologise

Two firms that agreed to a $30 million payout to the State arising out of a civil suit initiated by the Government regarding the $1.6 billion Piarco Airport terminal building project have apologised to the citizens of Trinidad and Tobago if anyone without their consent or knowledge used "their good name" to carry out fraudulent activity in the scandal.
Portguese-based Grupo Soares da Costa and its Florida subsidiary, Soares Da Costa Contractor Inc reached a settlement earlier this month in a Miami court with the Government which was represented by Attorney General John Jeremie that resulted in a $30 million payout to the State.
Both companies sent a joint apology letter, which was dated December 8, and was signed by Soares executive directors A Silva Neves and Antonia Frada.
Jeremie received the letter on December 21.
The Miami Herald reported on October 26, 2006, that during a case on the Piarco Airport scandal in Miami three days earlier Assistant US Attorney Richard D. Gregorie said Diaz de Villegas, who pleaded guilty to one count of conspiracy to commit wire fraud, arranged for the Miami subsidiary of Soares Da Costa to present an inflated sham bid.
The Herald further reported that Gregorie said during the search of the office of Calmaquip, the company which was a main contractor on the airport project and has since closed, officials found ''on Calmaquip's former owner Raul Gutierrez's desk "a draft copy of the Soares Da Costa competing bid with no company stamps, proving the firm had a copy of the bid before it submitted its own."
Soares da Costa and its subsidiary expressed "deep regret that we feel as a company arising from the facts surrounding our being named as defendants in the Miami civil case brought at your (the Government's) direction arising out of the investigation into alleged corruption in the building of the Piarco Airport."
Soares da Costa stated in its apology letter that it and its affiliated companies have "a long and proud tradition encompassing almost 100 years free of corruption allegations against" them.
"However, starting our business in South Florida in the late 1990's, we relied heavily on our joint venture partner Calmaquip and its officers to properly conduct themselves and our joint venture in Miami in accordance with all applicable laws. Although our joint venture partner and several of its officers pled guilty to serious criminal charges, none of our companies were ever charged with any criminal conduct," the Soares da Costa companies wrote in their letter.

The issue raised was that The Eric Williams Complex was considered an educational facility and that the San Fernando facility was not and they were budgeted for under two different Ministries, one education and the other health, all he was trying to ask was why this was so and if the Education Minister could look into consolidating the two under the same ministry.
We chastised the Cabal for being arrogant but now that we have a new administration and it is okay? Suddenly it is a sign of strength? Didn't we vote for change?
