probably tones more out there......and they're all far better quality than I'm used to seeing from PNM.

Daran, did you even look at the links you posted? The ones from the MOE were, if not all, mostly developed under the PNM. Monitoring and Evaluation is probably the only one developed by the PPG. The last link is not even a policy document.
