The management process can basically be broken down into the following primary functions:
1) Planning
2) Programming
3) Preparation
4) Operations
The PPG in their five year term have been operating at the Preparation and Operations levels. They have done no true planning and programming to chart this country's future. They have been riding off the planning and programming done by past administrations (PNM and NAR) and giving the public a set of ad hoc mis-managed projects to show that they are "performing".
Mind you, the PNM did their crap also with respect to corruption, but at least they were able to operate at the planning and programming stages. Other than the Gene Miles statue fiasco, in my opinion, the NAR was the one administration who truly set this country back on to a path of positive growth after the recession in the early to mid 1980s. It can be argued that they were forced by the IMF to make the hard and fast decisions, but at least they had the courage to still do it.
The PPG uses their power and intimidation to take advantage of the population, more-so than the PNM ever did.
