From what I have seen in the video, I am unable to determine when it was, where it was, and what substance is alleged to have been held by me.

Had the minister humbled himself, admitted wrongdoing and asked for sympathy from the public though, i think most reasonable people would have defended or would be willing to forgive him. His rep and ability to command any authority from the youth (who are primarily the target of his ministry) has already been tainted.
Heard a few people say the vid has been around for better than 4+ years. *shrugs* ... does that really matter though?.
