Removal of that subsidy is only a matter of time....the justification will be one of two things "we pay the lowest rates in the Caribbean" or Kamla thief out the money so we trying to get it back

If the subsidies are removed then should we expect value for money? Just maybe the population and country will become energy efficient.

Half-truths and lies?

Memories fade after 30 years. Some remember selectively. But almost all remember the structural adjustment programme initiated by the NAR administration as an unpleasant experience. Consequently, this current PNM administration made avoiding the “jaws of the IMF” a key objective.

Last week Minister Imbert, reinforced this theme in a speech entitled “Restructuring a Commodity Dependent Economy for Growth Without External Intervention”. He said the adverse effects of the IMF's structural adjustment programme “created the necessity for a wide-ranging programme of economic and financial reform in Trinidad and Tobago”.

Really? This is a false and misleading statement.

During the oil boom years (1974-82), government’s recurrent expenditure increased dramatically and unsustainably because the public service expanded rapidly, and major capital expenditure projects increased operational costs. When oil prices plateaued and then fell, both the government and private consumption levels continued to increase as neither sector adjusted their lifestyles. Despite a robust exchange control regime, foreign reserves continued to decline.

By 1989 forex reserves were exhausted caused mainly by weak economic policy and the 1986 oil price crash. The NAR government had no choice but to approach the IMF for a structural adjustment loan. Between 1982 and 1987, the T&T economy registered six consecutive years of economic decline. Over this period, earnings from the petroleum sector fell by close to 50%, and the unemployment rate increased from 10% to 22%. In addition, real GDP in 1987 was 28% below the level of 1982, and over US$2.8 billion in foreign exchange reserves were lost. In other words, the country was in economic decline before the IMF programme not as a result of the 1989 IMF programme.

Between 1981-89 the country experienced a financial sector crisis. This crisis was due to poor lending practices, weak central bank oversight and poor legislation. It started well before the IMF structural adjustment programme and resulted in the closure of a number of secondary financial institutions between 1981-86; Summit Finance, Commercial Finance, SWAIT, International Trust and many more. Then came the banks starting with Workers Bank in 1989 and banking consolidation thereafter.

The reform programme was wide ranging; it needed to be to correct the excesses of the boom years and put the country on a sustainable path. Unfortunately, the programme came years late exacerbating the negative effects,

Mr. Imbert conceded that the stabilization programme and the programmes initiated in the 1991- 95 period did bring the country back to a modest growth path. With the development of the LNG led export boom, T&T’s political economy returned to its excesses, repeating the error between 2010-19 as sizable capital projects have continued increasing the upward pressure on recurrent expenditure. Subsidies and transfers are still high at 50% of budgeted expenditure. The fiscal discipline embedded in the reform programme was abandoned.

Minister Imbert identified the recent announcements of profitability at Caribbean Airlines and Heritage Petroleum as evidence that government is addressing inefficient state enterprises. Except that Caribbean Airlines’ profitability is associated with the lower fuel prices now available. Further, Petrotrin’s exploration side of the oil business was always profitable and its production has not increased. Similarly, the 2018 increase in natural gas production has not been repeated in 2019 and production is expected to fall in 2020.

Imbert has “forgotten” that property tax reform is an unfinished PNM initiative which started in 1965 and was revived in the late 90’s. Improving tax collection is a 30-year-old project. That’s why VAT was introduced in the late 80’s. The Revenue Authority (15 years old) is simply the latest effort in that exercise. Similarly, universal water metering and reducing fuel subsidies have been on the cards for over 25 years. Expanding exports, increasing foreign exchange earnings and employment have been development objectives since 1962.

These are GORTT initiatives not the IMF’s. The PNM’s 1981 “Imperatives of Adjustment” remain applicable today. These few examples should indicate that if the country is to be managed competently, it needs both political will and fiscal discipline.

Mr. Imbert did not just increase taxes on “banks and big companies” (false). He increased taxes on every company earning over $1 million in profit and increased the green fund and business levy on every business, wiping out companies that operate on small margins like petroleum dealers. Budget deficits continue and the forex reserves are still falling, clearly demonstrating that there is no turnaround.

Dr, Rowley selected Imbert as finance minister because of his political experience and because “economists and accountants got us into this mess” (also false). He “conveniently omitted” that politicians control cabinet which controls government spending. “Massaging” the narrative, demonizing the IMF and commentators will change neither the objective reality, nor the weak economic performance, nor disguise political irresponsibility. It does not matter how much tax revenue recovers. What matters is how efficiently the taxes are spent and on what. The country needs deeds, not words, to avoid “going to hell in a hand basket”.

Those are just three of the ad­jec­tives one of the women who au­thored the “un­us­able” re­port in­to sex­u­al mis­con­duct al­le­ga­tions against for­mer sports min­is­ter Dar­ryl Smith used yes­ter­day to de­scribe Prime Min­is­ter Dr Kei­th Row­ley and at­tor­ney Gen­er­al Faris Al-Rawi.

For­mer tem­po­rary sen­a­tor Fo­lade Mu­to­ta, one of three women who in­ves­ti­gat­ed Smith, broke months of si­lence yes­ter­day via a scathing two-page let­ter in which she con­demned what she de­scribed as the “boys club” men­tal­i­ty which kept women silent in the face of in­ap­pro­pri­ate and un­want­ed sex­u­al con­duct.

In her first pub­lic state­ment since the re­port which Mu­to­ta and two oth­er women pro­duced was deemed “un­us­able” by both men, Mu­to­ta said “the con­duct of the Ho­n­ourable Prime Min­is­ter and Ho­n­ourable At­tor­ney Gen­er­al has been shame­ful, rep­re­hen­si­ble, misog­y­nis­tic, and an at­tack on women’s agency and women’s right to chal­lenge in­jus­tice and to be heard.”

Ac­cord­ing to Mu­to­ta, “a de­c­la­ra­tion about the num­ber of women in high of­fice in Trinidad and To­ba­go is in­suf­fi­cient to re­move this shame. It is on the pub­lic record,” she said.

Mu­to­ta was able to walk a fine line be­tween get­ting her point across and still not mak­ing any rev­e­la­to­ry state­ments about the Smith mat­ter.

“It is a stain that both men must en­dure and I hope that any sin­cere at­tempt at con­tri­tion will sig­nif­i­cant­ly ben­e­fit women and de­liv­er strong ac­tion against sex­u­al ha­rass­ment,” she said.

Us­ing to­days cul­mi­na­tion of 16 Days of Ac­tivism Against Gen­der Based Vi­o­lence, as her rea­son to break the si­lence, Mu­to­ta said that she “choose to speak out on a very pub­lic per­pe­tra­tion of Vi­o­lence Against Women”.

“What the Ho­n­ourable Prime Min­is­ter and Ho­n­ourable At­tor­ney Gen­er­al sought to do was si­lence women’s voic­es in their at­tempts to wash their hands of any re­spon­si­bil­i­ty for trans­paren­cy and ac­count­abil­i­ty to the pub­lic, “ she said.

Mu­to­ta said both Row­ley and Al-Rawi de­scribed the process lead­ing up to the fi­nal re­port as “flawed” and said that Smith was not giv­en an op­por­tu­ni­ty to be heard

She said that both men knew “full well that the Terms of Ref­er­ence of the Com­mit­tee was to act as a fact find­ing in­quiry on be­half of the Prime Min­is­ter”.

Ac­cord­ing to Mu­to­ta the com­mit­tee was man­dat­ed to sub­mit a re­port on­ly to Row­ley.

She said that lev­el of re­portage specif­i­cal­ly to the Of­fice of the Prime Min­is­ter “could cre­ate some lev­el of hes­i­tance by Com­mit­tee mem­bers to re­spond pub­licly to the state­ments” made af­ter­wards by both Row­ley and Al-Rawi.

“The very pub­lic and pe­jo­ra­tive char­ac­ter­i­sa­tion of the re­port as “un­us­able” and words to the ef­fect that the method­ol­o­gy used by the Com­mit­tee re­sult­ed in the de­nial of nat­ur­al jus­tice cal­lous­ly sac­ri­ficed the pro­fes­sion­al cred­i­bil­i­ty, com­pe­tence, and rep­u­ta­tion of any­one who served on the Com­mit­tee in­clud­ing my­self,” Mu­to­ta said.

“Be­cause misog­y­ny finds sub­tle ways of hid­ing and repack­ag­ing it­self in mul­ti­ple forms, I choose to analyse the pub­lic ac­tions and ut­ter­ances of the Ho­n­ourable Prime Min­is­ter and the Ho­n­ourable At­tor­ney Gen­er­al of Trinidad and To­ba­go along with the mael­strom of com­ments and com­men­taries by their de­clared and un­de­clared spokesper­sons in the con­text of Vi­o­lence Against Women (VAW),” she said.

Smith was re­moved from of­fice back in April 2018 af­ter al­le­ga­tions of sex­u­al mis­con­duct and re­ports of a sub­se­quent pay­ment of $150,000 to the al­leged vic­tim Car­rie-Ann More­au, and a Non-Dis­clo­sure Agree­ment that blocked any de­tails from pub­lic scruti­ny.

Row­ley lat­er ap­point­ed the com­mit­tee to re­view the cir­cum­stances sur­round­ing the dis­missal and pay­ment of com­pen­sa­tion to More­au and the al­le­ga­tions of al­leged sex­u­al ha­rass­ment she made against Smith.

The three-mem­ber com­mit­tee which con­duct­ed the probe was chaired by Jacque­line Wil­son and in­clud­ed Mu­to­ta and Elaine B Green and found that More­au was not the on­ly per­son who had raised sex­u­al al­le­ga­tions against Smith, while there were oth­er in­ci­dents that were con­sid­ered con­sen­su­al.

The com­mit­tee al­so found that there ap­peared to be a con­cert­ed ef­fort to sani­tise the fir­ing ex­er­cise of any ref­er­ence to the al­le­ga­tions of sex­u­al ha­rass­ment and to treat it as an or­tho­dox claim of un­fair dis­missal. It not­ed, how­ev­er, that Miss More­au was in fact mak­ing two com­plaints. The com­mit­tee found that she was com­plain­ing that she had been sex­u­al­ly ha­rassed by the for­mer min­is­ter and that her re­port­ing of that com­plaint was the rea­son for her dis­missal.

Mu­to­ta said yes­ter­day that with every pub­lic ut­ter­ance both Row­ley and Al-Rawi ei­ther in­ten­tion­al­ly or un-in­ten­tion­al­ly di­min­ished the pro­fes­sion­al con­duct of women who served, with­out any pay­ment, in the in­ter­est of na­tion­al ser­vice, and vi­o­lat­ed the rights of women to serve in pub­lic of­fice with the ex­pec­ta­tion of fair and just treat­ment.

“It is an ex­am­ple of the ease with which pub­lic ser­vice, with hasty ut­ter­ances by men in po­si­tions of pow­er and de­ci­sion mak­ing can be con­vert­ed in­to pub­lic sham­ing of women. It is the sto­ry of how misog­y­ny ac­tive­ly seeks to make women in­vis­i­ble, with­out val­ue and at­tempts to im­pose vic­tim­hood on women re­gard­less of our many ac­com­plish­ments,” she said.

Mu­to­ta, for­mer Per­ma­nent Sec­re­tary and hu­man re­source ex­pert Jacqui Wil­son and at­tor­ney Elaine Greene were ap­point­ed to in­ves­ti­gate Smith’s al­leged pay­ment of $150,000 as part of the NDA. The women pro­duced a re­port which was lat­er rub­bished by Row­ley and Al-Rawi.

Guardian Me­dia reached out to both Row­ley and Al-Rawi for re­sponse.

Row­ley did not re­spond. How­ev­er, Al-Rawi said he had not read Mu­to­ta’s state­ment but was aware she had re­leased one.

Al-Rawi de­fend­ed his pre­vi­ous state­ments about the Smith mat­ter. He said he was ad­vised on the mat­ter by Se­nior Coun­sel Dou­glas Mendes.

“The re­port as pro­duced by the com­mit­tee breached the rules of nat­ur­al jus­tice and ren­dered the re­port un­us­able,” he said. “I have made no com­ment in re­la­tion to the per­sons on the com­mit­tee.”

He said when he was asked why the re­port was not be­ing used or dis­closed, he pub­licly dis­closed the ad­vice from two at­tor­neys.

“Not sure if she is re­fer­ring to those per­sons as be­ing misog­y­nis­tic but I have on­ly re­peat­ed the ad­vice to what I re­ceived, “ Al-Rawi said and re­peat­ed that he made no com­ment on their per­son­al­i­ties at all.

The AG thanked the three women for their ser­vice and con­firmed they were not com­pen­sat­ed for the work they put in­to com­pil­ing the re­port.

Flood victims slam govt’s response
Seeta Persad

Penal/Debe residents are claiming that they have been forgotten and forsaken by the authorities, as they try to cope with the aftermath of flooding in their area after three days of heavy rainfall. Floodwaters receded considerably Friday, but residents were left with mud and filth everywhere.

Adding to the frustration of having to spend most of their time and money in a massive clean-up operation, some of them say they have never seen such a situation in their area before. Simon Mungal, who has been living in Mahadeo Trace for 45 years, told Newsday,“We need the Penal/Debe Corporation to come and power-wash this place, and spray for mosquitoes and other insects.”

Water rose by some five feet, and some areas were still under three feet up to Friday. Victims echoed Mungal's sentiments that they have been forsaken and forgotten by the authorities.

"In 2017, the floods caused tremendous damage and we had to construct walls and place sandbags on the side of our houses," Mungal said. "We saw the regiment and army here. The Office of Disaster Preparedness and Management came and provided assistance in the clean-up drive.

“In 2019 the floods were so bad the sewer overflowed. The water covered walls and sandbags and we now have twice as much damage, but no one showed up to assist the helpless villagers."

Mungal said residents are suffering as they have no place to go and no assistance to alleviate their stressful situation.

“Government officials and others responsible for social welfare, who are being paid to assess the situation, are nowhere to be seen. They turned their backs on the people of Penal/Debe, Palo Seco and Barrackpore."

The Rameshwar Mandir has since opened its doors to 28 Venezuelan immigrants whose homes were flooded out on Thursday. “There are mothers and children with no food or clothes and we had to reach out and provide assistance for them,” Mungal said. "These immigrants who found employment in the Debe area could not reach to their jobs since Wednesday."

Naresh Lutchmeesingh, father of three, in an act of desperation to clean his home, hurried through the floods to the Penal/Debe Regional Corporation only to be told that they could not help because they had no supplies. Lutchmeesingh's ten-year-old daughter Arianna developed a skin rash all over her body from going through the muddy waters.

Lmao @ the residents “slam” the govt response.

“Slam” sounds aggressive, assertive and intimidating.

The Penal/Debe ppl just dont have the balls to blast the govt.

So yeh, be like some mooks begging for help they were initially entitled too.
