Chaguanas West by-election is July 29

Prime Minister Kamla Persad-Bissessar announced Thursday that the Chaguanas West by-election will be held on July 29.

Persad-Bissessar revealed the date during an early morning press conference, following the debate on the Financial (Supplementary Appropriation) motion in Parliament.

Speaker of the House of Representatives, Wade Mark, declared the Chaguanas West seat vacant on May 10, more than a week after Jack Warner resigned as Member of Parliament.

Section 69 (3) of the Constitution states "where a vacancy occurs in the House of Representatives within the first four years of the life of the Parliament, a by-election shall be held to fill such vacancy not later than 90 days from the date of the announcement by the Speaker of the vacancy."

This means the by-election had to take place before August 8. Warner resigned as Minister of National Security and UNC chairman on April 21.

He announced his resignation as Chaguanas West MP at a public meeting in Charlieville four days later.

Warner filed an application to be nominated as the candidate for the Chaguanas West by-election at UNC headquarters, Rienzi Complex, Couva, on May 23.

He said should he not be selected as a UNC candidate, he would keep his options open.

UNC interim chairman Khadijah Ameen said seven persons have filed nominations, as potential candidates in the Chaguanas West by-election.

On Monday, Ameen said screening of candidates would begin after the prime minister announces the election date.

PNM candidate Avinash Singh is confident he will win the Chaguanas West seat. He believes a split in votes between Jack Warner and his UNC rival will bring victory to the PNM. The UNC has not chosen a candidate and screening is expected to begin next week in preparation for the July 8 nomination deadline.





However, two candidates—Warner and Pundit Satyanand Mahabir—have filed nominations to contest the seat on a UNC ticket. Mahabir is a visiting pundit in the Shree Krish mandir, where Singh worships. In an interview yesterday, Singh, 24, of Abidha Road, Felicity, said he was not afraid to face his political opponents because the majority of people in Chaguanas West wanted an end to corruption, nepotism and bad governance.



“The real fight will be between Mr Warner and whoever the UNC chooses...This is why I will win, because there will be a split in votes,” Singh said. He claimed Warner was on a mission to “buy votes” and no longer held the respect of his constituents. “I think many people were fooled and tricked. Some of these people were loyal when he was vice-president of Fifa, president of Concacaf, party chairman, minister and MP but now that he no longer holds these portfolios, he is weak and has no power,” Singh said.



He added that the people of Chaguanas West were still suffering from bad roads, poor drainage, flooding and unemployment. “The main roads are paved but the side and back roads are neglected,” he said. “There is still no co-ordination between the public utilities and the central government, so that newly-paved roads are still being dug up by WASA.”



Saying Chaguanas West was the food basket of the country, Singh called on farmers and residents to vote for youth leadership. He also said a lot of the Government’s educational programmes were inaccessible. “We have to leave the Jack Warner pay-for-votes election campaign behind and say no to corruption and nepotism,” he said.



The young candidate, who graduated from the University of the West Indies with a double major bachelor of science degree in environment and natural resource management, said he was happy to offer his service to his people. “A vote for me would be a vote against the high level of corruption we are experiencing,” Singh said. EBC statistics show Warner got 18,767 votes in the 2010 general election while PNM candidate Ronald Heera received 1,471 votes.[/quote]

There are people in this country that willing to accept corruption, as long as the thief/thieves look like they could be a family member(s).

I'm not surprised by her saying that at all. They KNOW their base.

Does Ms. Ameen has the experience ? The necessary qualifications mix ? The endurance to represent Chag West in Parliament ?

Does Ms. Ameen have the experience ? Will she work under a Cabal or not ? It is time NOW to know who this person really is and can she take the endurance test to develop TT in a positive way forward. If so she may have my youthful vote or maybe not !

U all have to realise that the current parties expect u to vote for them and not the person representing their constituency. An oppsositon MP has no true power because he will always be left out of the budget and planning/ development thru spite.

New legislation is required to prevent opposition held constituencies from being held to ransom by their government due to their vote.
