Doesn't make sense to do this, from what I know, the VAT don't belong to the store owner but the government. So if they drop prices they would be making less profit, if the prices remain the same but vat removed for example something priced at 34.50 now being priced at 30 dollars because of the vat being deducted, the store owner would make the same profit they did when the price was at 34.50, because the extra 4.50 belonged to the government anyways.
At least that's what i got from your post. Then again it always have the businesses in between that charge VAT and don't give ALL their books to the accountant / duplicate books and invoice numbers to have their cake and eat it too.

The People's Partnership managed to fill at least half of the car park at Mid-Centre Mall, Chaguanas, for its pre-budget rally yesterday.
Most supporters wore the United National Congress (UNC) colour, yellow, and many bore placards supporting embattled Attorney General Anand Ramlogan.
Supporters said they had journeyed from as far as Cedros and parts of "deep" South Trinidad to prove their love for Prime Minister Kamla Persad-Bissessar.
Many who spoke to the Sunday Express said they believed the government's intention to have been "pure" in the Section 34 issue and did not believe the Opposition People's National Movement's (PNM) claim that the act was geared specifically towards freeing UNC financiers Steve Ferguson and Ishwar Galbaransingh.
"We have to let the whole world know that the PM has her supporters still," said Kuldeep Singh of Marabella.
Some brought their coolers filled with food and beverages, while others patronised the many vendors who turned up to take advantage of the influx.
A heavy police presence kept traffic to a minimum in the borough itself.
The familiar train of maxi-taxis, bearing coloured bands that indicated various districts, could be seen along the Uriah Butler Highway and the Southern Main Road, having brought supporters from various parts of the country.
With a scheduled start time of 3 p.m., the rally got underway close to 4 p.m. with a performance from chutney band Karma.
The crowd was at this time scant, having picked up by the time Attorney General Anand Ramlogan took the stage just after 4 p.m.
