I see no reason why a backhoe should be allowed on the highway in the first place. Put it on a low boy and take it down the road. Granted that would prolly cost lot more.
I disagree with trucks only at night because this is impractical. But trucks in the left lane only I think can be implemented with minimal fall-out.
