According to the U.S. Immigration and Customs Enforcement (ICE), as of November 24, 2024, there are 1,445,549 non-citizens on ICE’s non-detained docket with final orders of removal.
Caribbean countries such as Guyana, Jamaica, and Barbados have 1,236, 5,120, and 151 respective non-nationals on ICE's deportation list.
The list forms part of the broader immigration strategy under the administration of former U.S. President Donald Trump, whose policies emphasized stricter deportation enforcement.
The non-detained docket consists of individuals who are not in detention facilities but are under final removal orders.
These individuals are required to report periodically to immigration authorities while awaiting the resolution of their cases or their deportation.
Non-citizens may pursue a form of relief or protection from removal, which may include asylum, withholding of removal, or protection under the Convention Against Torture.
If a non-citizen is granted any form of relief from removal, ICE is unable to effectuate the removal.
According to the ICE document, the U.S. government believes every country is obligated to accept the return of its citizens and nationals who are ineligible to remain in the United States.
The U.S. Government requests that foreign governments take the appropriate steps to confirm the citizenship of non-U.S. citizens suspected to be their nationals, which include conducting interviews, issuing travel documents in a timely manner, and accepting the physical return of their nationals by scheduled commercial or charter flights consistent with ICE and/or foreign government removal guidelines.
