Public Administration Minister Carolyn Seeper­sad-Bachan has said there would be no corruption in the scholarship programme under her watch so her Parliament colleagues should desist from asking her for fa­vours.

She was speaking on the budget debate at the Parliament sitting at Tower D, International Wa­terfront Centre, Port of Spain, on Monday.

“I want to say to all members, many times, members of Parliament approach me and they make requests to me, saying they want help, this person missed the deadline, and I have to tell them there is absolutely nothing that I can do because the system will know if I went in to interfere,” said Seepersad-Bachan.

She said this was the benefit of e-service—it did not allow interference by anyone be­cause it would be time-stamped.

Seepersad-Bachan said a total of 1,935 scholarships were awar­ded over the last three years, and this would increase to 2,085 by the end of this month.

She said there was now in place a policy to ensure those who benef­ited from scholarships honour their commitment to give back in service to the State.

The minister said each scholarship had an evaluation framework which was published on the ministry’s website.

She said an applicant could actually go online and score themselves as

the criteria used for the interview were listed.

Seepersad-Bachan said there was no paper-based application as everything was online and pupils could actually monitor the progress of their application.

She said eve­ry scho­lar’s name was published on the website, as well as area of study and insti­tution.

Seepersad-Bachan said there was a challenge with open Govern­ment in the move to pub­lish all Government data.

She said she wanted all pupils’ scores from the interviews to also be published, but checks were being made to see if this was possible under the Data Protection Act.

“I intend that whenever we are dealing with taxpayers’ money, we must be totally accountable for public funds,” said Seepersad-Bachan.

She said the ministry had also addressed the challenge of placing scholars when they returned home, and they were now being placed within the first three months of their return.

The minister said many of the scholars stu­­dy in areas that were not in line with the development needs of the country and, now, scholarships were aligned to the interim human-resource needs listed on the website.

Former energy minister Errol Mahabir: New drilling programmes are ‘game changers’

New petroleum discoveries would lead to a great future for T&T, said Errol Mahabir, former minister of petroleum and mines, who served in the 1970s under the Eric Williams administration. (chosen by the Father of the Nation :mrgreen: ) Mahabir was at the time speaking at the National Energy’s (NE)—formerly National Energy Corporation’s—35th anniversary celebrations at the Hilton Trinidad Hotel and Conference Centre, St Ann’s, on September 13.

It was under Mahabir’s stewardship that the then National Energy Corporation and the National Gas Company was formed. Mahabir said the Energy Ministry headed by Minister Kevin Ramnarine is in excellent hands and described Ramnarine as a man well respected in the industry. Mahabir said he was elated to see that energy companies were being led by competent nationals of T&T.

“I am quite sure that the programmes that are in place right now will bring great fruits in the years ahead. With the new drilling programmes that are starting, for example, especially in offshore areas and the border gas with Venezuela, those have been described in the oil industry as game changers. If those game changers come and bear fruit, then the future of T&T is great.”

Ramnarine said he is certain the exploration being conducted on the east coast will reveal more petroleum resources. Ramnarine said he is expecting larger finds of oil than gas. He said drilling will not commence until 2016. He said once discoveries are made, production would not start until 2022. Ramnarine also sought to clarify errors made in two daily newspapers; not the T&T Guardian. He said it was previously reported that NE spent US$5 million to construct the Port of Galeota.

He said NE in fact spent US$85 million and completed the job on time and within budget. Ramnarine said this port would provide services for oil companies operating in the east coast and was the only new port built in 17 years.

He said the US$2.1 billion Juniper drilling project should provide heavy activity in the Union Industrial Estate where fabrication would be taking place. Ramnarine said NE had done well in the last 35 years in fulfilling its mandate to open new opportunities in the sector and provide support.

Chairman: NGC profits up more than 200%

Profits at state-owned National Gas Company (NGC) have increased by more than 200 per cent over the past four years, its chairman Roop Chan Chadeesingh has said. Chadeesingh said the jump in revenue by the state enterprise was a direct result of the effective policy decisions taken by the board and the quality work of the executive management team.

He was speaking at Monday’s media conference held at Jaffa Restaurant, Queen’s Park Oval, on Tragarete Road, Port-of-Spain, to announce the company’s increased allocation to the Arima race Club’s Republic Day Derby at Santa Rosa Park, Arima.

“Natural gas is involved in everything that is positive for T&T. We all know that Petrotrin is not doing too well recently and the NGC is the flagship company of T&T. This year was our best year in terms of revenue. This year, before taxes, we made $8.39 billion in profits. I don’t want to blow our own trumpet, but when we took over in 2010, profits were $3.9 billion before taxes,” he said.

Chadeesingh added, “NGC currently produces about four billion cubic feet of gas. Two billion goes to Atlantic where we have four trains that sell energy to the whole world. The other two billion comes to the industrial estate in Point Lisas and out of Point Fortin, we have a number of plants: urea, ammonia and methanol plants. We supply gas to the steel plant. We supply gas to PowerGen. All of our power in T&T comes from natural gas.”

The energy official praised the vision of Errol Mahabir, former minister of petroleum and mines under the Eric Williams administration, who four decades ago, pioneered the idea of an energy estate.http://www.guardian.co.tt/business/2014 ... s-more-200

Howai: Insolvency regulator coming soon

Government is one step closer to enacting the Bankruptcy and Insolvency Act of 2007, Finance Minister Larry Howai has said. At present, he said, the state was moving apace to create the Office of the Insolvency Regulator which soon after would be filled and the agency would commence operations.

Speaking at Monday’s launch of NCB Global Finance Ltd, a subsidiary of NCB Group, on Ariapita Avenue, Woodbrook, the minister said, “The Act was passed in 2007. It’s another piece of legislation that improves our ease of doing business. However, the Act had languished for some time and had not been proclaimed. Earlier this year, we took steps to ensure that the appropriate regulations were put in place to ensure that we could actually effect the legislation. And, we have put the systems in place for the Insolvency Regulator’s position to be filled and for that office to become operational.”

He added, “Our Minister of Trade, Investment and Communications, the Honourable Vasant Bharath, has focused his attention on the Ease of Doing Business with the result that we have recently passed legislation that will bring our banking sector in line with many of the AML/CFT Compliance.

“In addition, we are very pleased to say that the two Canadian banks (Scotia/RBC) that operate here have established back office processing for most of the islands in the region, which is now being done out of T&T. This has created over 1,000 new jobs here in T&T; good quality jobs which is one of the objectives of this administration.” Government’s efforts to stimulate foreign direct investment outside of the energy sector was being achieved, Howai said.

The decision by Jamaican financial group NCB to establish operations locally, he said, meant the Kamla Persad-Bissessar administration’s goal of attracting foreign direct investment outside the energy sector was on course.

CEPEP and Ministry of Food Production partnered through the signing of a Memorandum of Understanding (MoU)

The CEPEP Company Limited partnered with the Ministry of Food Production through the signing of a Memorandum of Understanding (MoU), as a step to alleviate labour shortage issues in the agricultural sector. The signing took place on Monday 1 July 2013 at the Ministry of Food Production Head Office, St. Clair Circle, St. Clair.
The partnership involves the development of a strategic relationship between The CEPEP Company Limited and the Ministry of Food Production, to facilitate efficient food production and food security for a sustainable agricultural sector through the provision of skilled labour. According to Senator the Honourable Devant Maharaj, Minister of Food Production, “This is an answer really to a call by the agricultural community across the length and breadth of Trinidad and Tobago, where there is a dire shortage of labour.”
The MoU brings into fruition one of important components of the CEPEP Programme which is the purposeful training of the Nation’s human resource to mitigate existing social and economic problems. The CEPEP Company Limited has recognized the need for training and development of its Contractor workforce as a means of capacity building and a mechanism for adding value to the society. According to Adesh Deonarine, Chairman of The CEPEP Company Limited, “We are training workers so at the end of their three year stint with the programme, they are marketable and equipped with the necessary skills to secure gainful employment and assist in the development of the public and private sectors.”
As an Agency of the Ministry of Housing, Land and Marine Affairs, The CEPEP Company Limited continues its effort to build successful community-based business models and sustainable environmental projects, to satisfy its role as one of the main pillars in the National strategy for development of the Green Economy of Trinidad and Tobago.

Amendments to various pieces of legislation were passed in the Parliament yesterday which Finance Minister Larry Howai said would strengthen law enforcement capability to combat money laundering and the financing of terrorism.

The Miscellaneous Provisions (Proceeds of Crime, Anti-Terrorism, Financial Intelligence Unit of Trinidad and Tobago)(No.2) Bill, 2014 which Howai brought to the House for a second reading was passed with a special majority of 36 votes in favour. Howai said that money laundering and the financing of terrorism stem from profit-making crimes such as drug trafficking, robbery, kidnapping for ransom, fraud and tax evasion. “These amendments seek to widen the pool of criminal activity for which the State can confiscate assets as well as seize, detain and forfeit cash where there is cogent evidence to suggest that assets were derived from criminal activity,” said Howai. “It seeks to make money laundering a stand alone offence so the prosecution doesn’t have to wait for a conviction in relation to the predicate offence from which the proceeds are derived,” he added. He said the amendments will also refine existing provisions as it relates to seized assets and the management of a fund where all assets confiscated from convicted persons are to be placed and utilised for law enforcement and social programmes aimed at reducing crimes such as narcotic rehabilitation and drug reduction. Howai said these amendments would bring Trinidad and Tobago in greater compliance with the recommendations of the Financial Action Task Force (FATF). The Minister noted that the legislation requited a special majority as it touches on an individual’s right to the enjoyment of property.

$1.46 billion savings in sale of subsidised diesel

In the past four years there has been a significant reduction in the sale of subsidised diesel in Trinidad and Tobago, Energy Minister Kevin Ramnarine has said.

“In fiscal 2010, sales of subsidised diesel were approximately 649 million litres, while in fiscal 2014 the estimated figure was 514 million litres. This represents a 21 per cent reduction when a comparison is made between 2010 and 2014 figures, leading to an overall savings to the nation of an estimated $1.46 billion,” Ramnarine said in a statement from the Energy Ministry yesterday. “This decline is a direct consequence of steps taken by the Ministry of Energy and Energy Affairs to clamp down on the illegal exportation of diesel. This was achieved through collaboration with the Ministry of National Security and through the Customs and Excise Division.” The statement added: “It should also be noted that this diesel would now be available for export by Petrotrin thus earning revenue and foreign exchange.” Ramnarine said: “The Ministry will continue to work with other Government agencies to further clamp down on the illegal export of subsidised diesel.” Diesel accounts for 50 per cent of the overall fuel subsidy which is estimated at $4.1 billion in fiscal 2014. This is a six per cent reduction over the figure of $4.4 billion in fiscal 2013 which is a healthy sign for the sector and by extension the economy, the statement said.

The Ministry of Science and Technology, along with the Ministry of the People, is seeking to alleviate this problem with the new ICT for Seniors Programme which was launched at the Hyatt Regency.

Bridge open, at last

Minister of Works and Infrastructure Dr Surujrattan Rambachan yesterday said the controversial Unemployment Relief Programme (URP) was revitalised and had successfully completed close to 1,000 projects this year. Rambachan said the URP programme completed 73.4 kilometres of box drains, 67 retaining walls, nine jogging tracks, seven pavilions, refurbished 25 religious buildings and three empowerment centres. Speaking at the opening of the Calcutta No 2 bridge at Balmain, Couva, Rambachan said, “People say the URP programme is a waste of time and money. The URP programme did 1,000 projects this year using 603 small contractors. This is the transformation that is taking place in the URP programme that for years people thought could not perform. I have been able to transform this programme with the same management and same people.” The projects undertaken by the URP programme were completed at approximately $250,000 each. Residents of Balmain, Calcutta No. 2 and Freeport breathed a sign of relief yesterday as the $28.3 million bridge was opened. The bridge, which was deemed a safety hazard, was closed to traffic in June 2012. It was the first major bridge to be completed under the Ministry of Works and Infrastructure Bridges, Landslips and Traffic Management division. Construction of the bridge began in March 2013 by contractor Ragoonath Singh General Contracting Limited. Rambachan said the bridge was completed within budget. He said the contractor encountered minor challenges causing a delay in completion. The bridge was completed with a two-lane deck, shoulder and sidewalk. Rambachan congratulated the contractor for completing 150,000 man hours without any major incidents. Residents said the closure of the bridge posed an inconvenience as it linked the communities of Couva and Freeport. Couva South MP Rudranath Indarsingh said he was pleased the bridge was completed after 25 years of promises by previous administrations. He said the new bridge was expected to stand for the next 100 years.

But Suruj did say that they have eats and drinks to collect at the Calcutta Bridge opening and I eh get none when I reach up to the table? Wuz dah one UML? If it was PNM, my belly would ah be full after I listen to all that political crap they had to say on Sunday at the bridge opening.

Tyre shredder to help prevent dengue, Chik V

The Solid Waste Management Company (SWMCOL) in collaboration with the Chaguanas Borough Corporation has established a mobile tyre shredder at the Borough’s Cumberbatch street, Chaguanas, offices to be used for old and used tyres.

This initiative is expected to be followed by each of the 14 municipal corporations.

In a telephone interview on Friday, Mayor Gopaul Boodhan described the project as an “excellent initiative” which was expected to reduce the breeding grounds for pests such as the Aedes Aegypti mosquito which was instrumental in the spread of both dengue and the Chikungunya virus.

“For a mosquito, an abandoned tyre is like a five-star hotel and it is the hope that persons would make use of the programme and bring their used and old tyres to be shredded. This will greatly eliminate the mosquitoes’ breeding grounds,” Boodhan said.

He said the shredded tyres could be used in the recycling process such as the creation of road dividers and other environmentally friendly uses.

“It is a good initiative and a great day for Trinidad and Tobago because this can now encourage people to develop new products out of the shredded tyres,” he added.

I must commend the contractor that paving the Rivulet Road in Couva. It is smooth like glass, the smoothest I have ever seen or driven on in T&T. Keep up the good work!!!

Update: I saw a sign stating it was a temporary surface :shock:

T&T launches Internet exchange point

T&T has become the latest Caribbean nation to launch an Internet exchange point (IXP).

Called TTIX, the local IXP brings together seven of the country’s Internet service providers (ISPs). Telecommunications Services of Trinidad and Tobago (TSTT), Digicel, Massy Communications, Open Telecom, Greendot, Lisa Communications and Flow have signed on to the local exchange point.

TTIX connects the ISPs to a special network switch that is physically located at the Fujitsu data center in Barataria.

The new exchange point will give the ISPs a cost-effective way to connect their customers to locally destined content and services.

The chairman of TTIX is Kurleigh Prescod of Columbus Communications, who described the launch as “a very significant milestone.”

Globally, IXPs have been shown to improve the resilience, efficiency and security of local networks.

Prescod said the new IXP will improve local Internet performance and “act as an incentive to attract content providers, such as Netflix, Akamai and Google, to establish a point of presence in Trinidad and Tobago.”

There are over 350 IXPs around the world. T&T became the eighth in the Caribbean, joining British Virgin Islands (BVIX), Curacao (AMS-IX), Dominica (DANIX), Grenada (GREX), Haiti, St Maarten (OCIX), St Lucia (SLIX) and the Dominican Republic.

Jean-Paul Dookie, executive vice president of government business for Fujitsu described the new exchange point as “an essential building block towards the development of the Trinidad and Tobago knowledge economy.”

The promise of a better local Internet experience, data security and commercial opportunities has been one of the greatest incentives to establishing IXPs across the Caribbean.

“Tremendous progress has been made in sensitizing the region to the importance of building out national Internet infrastructure. Now we are seeing the fruit,” said Bernadette Lewis, secretary general of the Caribbean Telecommunications Union (CTU).

Lewis described the TTIX launch as a direct result years of education, outreach and ongoing efforts by the CTU to promote the proliferation of IXPs in the Caribbean. The CTU’s collaboration with international organisations such as Packet Clearing House, the Internet Society (ISOC) and the International Telecommunications Union (ITU) has played a key role in raising awareness of the importance of local IXPs in T&T and across the region.

Barbados, Belize, Jamaica, St Kitts and Nevis, and St. Vincent and the Grenadines are actively engaged in setting up IXPs.




T&T’s 1st Microsoft Innovation Centre to help with diversification

Less than five months after the signing of memorandum of understanding (MOU) between Microsoft and the Caribbean Industrial Research Institute (Cariri), a Microsoft Innovation Centre (MIC) has been launched in T&T—the 116th MIC in the world. Microsoft country manager Frances Correia said the facility, located at the Centre for Enterprise Development (CED), Innovation Avenue, Freeport, will aid in diversification of T&T’s economy away from oil and gas.

She said it also focused “on the stimulation of small and medium sized businesses and on addressing these issues in a sustainable long term way” and would boost information and communications technology (ICT) in the region. “This MIC will serve the entire Caribbean and provide training for people in new technologies,” Correia said. “We will be taking the rich app designing competency found in T&T and developing them into real world economic value.”

Correia said seven “incubatees” have already developed applications to address real world problems. “In the past four months, we have not been waiting on a building to be completed. We have already targeted seven innovation incubatees. They are producing prototype solutions for real world problems,” she said.

The apps already developed include a Krik Krak app to teach children Math skills through storytelling by Anancy, a sign language app and a cerebral palsy app so children with that physical disability can exercise their muscles. Minister of Planning and Sustainable Development Dr Bhoendradatt Tewarie congratulated Cariri on the collaboration. “Over the last several years we have had a good response to the idea of innovation and collaboration in T&T,” he said.

Tewarie said the MIC will enable business collaborations across borders. “This MIC can produce micro nationals, that is to say, collaborative businesses across international borders, using internet space to reach global markets,” he said.

Naparima Girls’ High School tops in Caribbean

THE top secondary school in the Caribbean for 2014 is Naparima Girls’ High School. The school’s principal Carolyn Bally-Gosine said she received an e-mail from the Caribbean Examination Council (CXC) on Thursday, informing her of the school’s success at the Caribbean Advanced Proficiency Examination (CAPE) level. She said she was thrilled by the news and looks forward to going to Jamaica next month to collect the School of the Year award. This year, Naparima Girls’ High School in San Fernando received 33 scholarships including 10 open.Bally-Gosine told the Express one its open scholarship winners, Sushma Karim was named CXC’s most outstanding candidate overall in the region, and will receive the Dennis Irving Award. Another student, Celeste Jaggai, won most outstanding candidate in Technical Studies  and Shivanna Sookdeo won most outstanding candidate in Visual Arts at the Caribbean Secondary Education Certificate (CSEC) level. This was the first time the school was  receiving such awards, Bally-Gosine said. Karim is now pursuing a degree in medicine at a university in England, Jaggai is at the University of the West Indies(UWI) and Sookdeo is pursuing the CAPE at the same school. Bally-Gosine said: “I received the e-mail at about 4 p.m. but I didn’t check my e-mail till about 8 p.m. I received the correspondence from the CXC registrar’s office. I feel very elated. This is a great honour for our school. We announced the news in school today and all the girls were in a jubilant mood. Everyone was screaming and clapping in joy. I was informed by CXC that correspondence would also be sent to the Ministry of EduPresident's official awards ceremony will take place on December 4, in Jamaica.

Which rivulet rd bra? Its ok but moving at a snails pace
