A 'sniper' rifle isn't illegal or a prohibited weapon. Prohibited according to the firearms act refers to fully auto weapons.
There are civilians who own 'sniper ' rifles as it's simply a 7.62 or similar caliber which (7.62) is used locally and international in full bore shooting competitions and dealers like Luke are the very ones who would import those units.
And lastly if it's for the SSA which is a legitimate arm of our national security services in pretty sure they are allowed to have those.
Not sure what the alleged impropriety is in this case
