Serious question here. Are the specifications of the vessels that were to be purchased by the PNM and those purchased by the PPG the same? Because if they are not, then you are comparing pomerac and chataigne.

Firstly the PPG bought what the Coast Guard specifically asked for....the PNM didn't.
The PPG bought the most used brand among countries...the PNM didn't.
