Is this true or rumshop talk? Last I heard lower numbers are for MPs, Ministers, holders of high offices, some of the triple for crotch rockets etc. and those unused are given after they hit 9999

If ur car gets registered literally when a new series comes out,like on the 1st day of release, ur likely to get a 3 digit number. That was the case when my AVENIR was registered in Dec 2011 when PCU came out.
But other than that, yea, you gonna have to meet the TC.
