A total of $1.5 million in discounts was given to the People’s National Movement (PNM) by the Public Transportation Services Corporation (PTSC) for the use of more than 150 buses during the 2010 general election campaigning. This was revealed yesterday by PTSC chairman Devant Maharaj at a news conference at the bus company’s head office on South Quay, Port-of-Spain. Maharaj accused the former PTSC board, which was headed by Ethelbert “Telly” Paul, and unnamed members of the opposition party of abusing the company’s assets and protocol. He said the PNM was granted approximately $1.5 million in discounts for PTSC services.
According to financial statements provided by Maharaj, between March and May 2010, the PNM was charged $1.01 million for use of PTSC buses to transport party members to various meetings and rallies. If regular charter rates had been applied, the party would have been charged $2.5 million, he said. An analysis of the bus company’s financial statements revealed an average of 60 per cent in discounts to the party. Of the $1.01million invoiced to the PNM, $929,850 has been paid and the party still has a balance of $32,000. Maharaj said the current board could not find “a single board minute that authorised the discounts and use of the buses during the election period.”
Maharaj said no written contracts or authorising discounts could be found, so he assumed matters were settled orally. He said in terms of repayment, no recorded agreements could be found. Maharaj said there no evidence of what procedures were used to grant or gauge the discounts given to the PNM. He said the matter has been referred to Police Commissioner Dwayne Gibbs, Attorney General Anand Ramlogan, Director of Public Prosecutions Roger Gaspard and the Integrity Commission. Maharaj said he has asked that all parties involved in questionable transactions be investigated with a view to prosecution. Attorney representing the PTSC, Om Lalla, said charges including misbehaviour in public office, conspiracy to defraud, civil debts and breaches of the Integrity Act could be laid.
Lalla and Maharaj were joined by PTSC’s assistant deputy general manager of operations Brian Juanette, who said during the period March to May 2010, line managers were given direct instructions, bypassing the authority of the then general manager. Juanette said line managers felt obligated to follow these orders, although many of them knew it was a breach of PTSC protocol. He said on May 22, 2010, a PNM official asked for 175 buses. Juanette said to accommodate this request 50 buses were taken off the main corridors, inconveniencing commuters. Pressed as who these ‘members’ were, Lalla said they could not give the names of specific persons as the matter was in the hands of the Police Commissioner and other legal parties.

Political Analyst Dr. Hamid Ghany says Opposition Leader Dr. Keith Rowley will face severe political consequences if the Prime Minister is right on the emailgate issue.
At the UNC Monday Night Forum at the Brazil Secondary School, Prime Minister Kamla Persad-Bissessar called on the Acting Commissioner of Police and the Director of Public Prosecutions to state the position of the investigation into emailgate which arose in May 2013, when Dr. Rowley said he received 31 emails incriminating Government officials for allegedly plotting against the Director of Public Prosecutions (DPP) Roger Gaspard, a journalist and fired Minister, Mr. Herbert Volney.
Speaking on CTV's Good Morning Trinidad and Tobago on Tuesday, Dr. Ghany said there will be consequences on both sides.
"The Chief Secretary of the Tobago House of Assembly Orville London is on record as saying that he will have a heavy price to pay if it is that they turned out to be fake. If it turns out to be true, then the Prime Minister and the Cabinet will come under severe indictment and in an election year there could be very adverse consequences for them."
Dr. Ghany said the issues of ethics in public office and performance will be key to voters in the upcoming election campaign.
"I think that the issue of performance in office is one that the Government obviously would have to highlight as they move forward in trying to make a case to the public. Undecided votes most probably will be curious about ethics in public office to see what the outcomes are of some of these allegations and they will be curious about performance in office and I think that is going to be a critical issue the PNM and those opposed to the Government have the task of trying to convince the population that the Government has not done enough and the Government is ethically challenged and therefore they need to be replaced." http://ctntworld.com/cnews2/index.php?o ... CHIEF Secretary of the PNM-controlled Tobago House of Assembly (THA) Orville London yesterday said that PNM and Opposition Leader Dr Keith Rowley, would have a political price to pay if allegations he made about emails, turn out to be false.
London said Rowley’s allegations of e-mail correspondence between high Government officials over the Section 34 issue, made in a no-confidence motion piloted by the Opposition Leader, is a “game changer” that cannot end in a draw.
As debate ended last night in Parliament, no PNM MP was in the House to vote on their leader’s motion, which was easily defeated. Further to this, House Speaker Wade Mark sent Rowley to the House Privileges Committee after ruling that a prima facie case of misleading the parliament was made out.
London stressed that Dr Rowley “would pay the price” if his information is wrong but added that if the information is true, “then we have no government.” Commenting on the highly controversial issue at yesterday afternoon’s post-THA Executive Council meeting press briefing, London declared, “This is earth-shattering and must be resolved. This is the big one! This is a game-decider and at the end of the exercise there would only be one man or one woman left standing.”
He said as things stand at present, he could not make a judgement call as to whether Rowley’s information is valid or is indeed a fabrication as is being claimed by Government MPs. “This could only be recognised when we know what the truth is…I do not know, I have no view at this point in time. If Dr Rowley is 25 percent right, there is no Government. If he is 100 percent wrong, he will have a price to pay. This one is not going to end in a draw,” stated London, who is leader of the PNM’s Tobago Council.
“I think countries around the world would view us based on how we deal with this situation. The crisis is already with us and the world is watching. We are going to be judged on how we treat with this situation,” London said.
