The Health Ministry's Chief Medical Officer says the two latest COVID-19-positive victims appear to be the first cases of 'local spread'.
Dr Roshan Parasram said more such cases could be expected in the coming days and it was critical for the population to following the appeal of the authorities and stay at home to help slow the spread.
As of this morning, the country had recorded three deaths, and 82 COVID 19-positive cases. The three deaths were all males over the age of 70. Three of the cases are in Tobago. Two have these Tobago victims have been taken by Coast Guard vessel to Trinidad, a four-hour trip. The third, who condition is severe, is still in Tobago an preparations are being made for his treatment.
The airlifting of patients from Tobago is being considered.
At a press briefing this morning, Parasram said that since the first imported COVID-19 case on March 12, there has been multiple imported cases.
“ After the importation phase goes past and we still are receiving to the most part mostly imported cases , we would see cases that are primary and secondary contacts of those that are positive or suspected and we have had few of those as well... wives and spouses of those that would have been infected”.
He told citizens that the next phrase of the epidemic is usually is low volume local spread “and over the last 24 hours we have received two cases, one in Tobago and one in Trinidad...”.
He said the authorities were still awaiting the clinicians to go back to the source to rule out completely that there was no link to the previous case or there was no history of travel or contact with a traveller.
“But looking at both cases from the surface of it, it seems like these cases may very well be our first few cases of local spread.
What is local spread?
Dr Parasram distinguished local spread from community spread.
He said “Local spread is expected right after you have importation, meaning somebody is unlinked and I spoke about hidden cases, meaning that you could have been expressing symptoms, left your home, gone to a supermarket and been in close contact with someone that you would not have known, and that person now developed symptoms...that is what we call a local case or hidden case.”
He said there would be a few more local cases in the coming days.
Community spread, he said means a large number of local cases spreading among a large segment of the population.
“We have not gotten to the stage of community spread but we are seeing a few cases of local spread…which is normally part of the epidemic evolution”.

Health Minister Terrence Deyalsingh said that as at 10a.m today, 539 tests were done and the country had recorded four new cases of COVID 19.
Forty-nine of the cases came from one source - the cruise ship passengers who returned from Guadeloupe.
He said that the country’s ‘case load’ was 62.4 per million and the global average was 102.29 per million.
“We are just over half of the global average and this number is going to rise” he said.
He said that next two weeks would be crucial for the country, and much depended on how people responded to the stay-at-home order.
“Every regulation to date has been with the sole objective to protect the individuals, elderly and family of health care workers. We are imploring people from this morning that the only solution is stay home, stay safe”.
63 quarantined in Tobago
During the press conference in Port of Spain, the authorities in Tobago issued a statement confirming the third positive case of COVID-19 was recorded in the island.
The individual has since been isolated and is being closely monitored.
These are the figures out in Tobago.
• Number of samples submitted to Caribbean Public Health Agency (CARPHA) laboratory to test for COVID-19 = 31
• Number of samples that tested positive = 3
• Number of remaining persons at the Division’s quarantine facilities = 63

Hungary passes law allowing Viktor Orban to rule by decree
Hungary's leader has been granted greater powers to help fight the spread of coronavirus in a move critics are calling a power grab.
Hungary's parliament on Monday passed a bill that greatly increases the power of the country's far-right prime minister, Victor Orban.
The premier had said the move is necessary to fight the spread of coronavirus. Orban has asked to extend a national state of emergency that would give his government the right to pass special decrees in response to the coronavirus outbreak.
Lawmakers passed the bill with 137 votes against 52 in Hungary's lower chamber. Orban's Fidesz party holds a two-thirds majority there.
The bill allows the government to indefinitely extend the country's state of emergency and the attached rule-by-decree powers, according to a draft of the bill posted on March 20 on the parliament website. Normally such extensions would need approval by Hungary's parliament.
The draft also includes the introduction of jail terms of up to five years for people who spread "fake news" about the virus or measures against it, raising anxieties about freedom of press in Hungary.
Opposition politicians, human rights groups, and Europe's leading human rights organization the Council of Europe have spoken out against the move, which does not make clear how long the emergency powers will be in effect.
"This is the only country in Europe that has unlimited power for an unlimited amount of time," DW's corespondent in Budapest Art Szoczi said. Many governments around Europe have enacted similar emergency powers, but generally with a timeframe limited to between 30 and 90 days.
"Opposition parties are concerned that that means there could be an abuse of power," Szoczi said. "There were actually a number of opposition members who said they agree with the unlimited powers, but not the unlimited amount of time."
Orban has gradually expanded his powers since taking office in 2010. The 56-year-old leader has had frequent clashes with human rights groups and EU institutions. The Council of Europe penned a letter to Orban earlier this month, warning that an "indefinite and uncontrolled state of emergency cannot guarantee that the basic principles of democracy will be observed."
Orban defends law
Orban responded, urging Council of Europe Secretary General Pejcinovic Buric to study the text of the law. He also stated, "If you are not able to help us in the current crisis, please at least refrain from hindering our defensive efforts."
EU Justice Commissioner Didier Reynders previously said the EU would assess whether the bill adheres to the bloc s rule of law standards.
"We will verify what kind of text will be adopted … and of course we will verify if it's in line with our vision on the rule of law and fundamental rights, and if it's needed to take an initiative," he told Politico last week.
Hungary previously prolonged a state of emergency for several years when it extended measures instituted in 2015 over fear of mass migration, despite a decrease in the number of migrants coming to Hungary.
