dig on dis
There's different levels of MoU
Some have no means of kickback
Some have limited means for kickbacks
Some are just a means for blatant theft under a guise of governmental expenditure

And then there's that sandals crap, meant to screw the population to the benefit of politicians.

Progressive Democratic Patriots political leader Watson Duke says he will only support Sandals Resorts in Tobago if the company invests its own money in building the hotel and guarantees high-level jobs for Tobagonians.

So can we bring in Venezuelans or nay other nationalities to do the low level jobs or would that be out of bounds for Duke?

Duke not living in reality. You don't seem to be either.
A hotel is going to have much more low level jobs than high paying ones.

What is the end game for the low level jobs?

If you want to be in Tobagonians land play by Tobagonians rules. They stand on business unlike trinis who just take what they get

Tobago lives by a subvention from Trinidad that is not proportional to their minute population.
How about we stop that and see how those Tobagonian rules quickly change nah

Tobagonians don’t want to work a low level job at Sandals they prefer a low level job at THA and not do any work

My Main issue is the location.
If they still going in the Bon Accord lagoon, that is level nonsense.
For decades now, locals have been kept out of there because it is supposed to be a breeding ground for the reef fish.
Building a hotel there now makes sense because?

sandals surely would research the labour forces in the countries they operate and make the govt allow them the necessary concessions
eg bring in filipino workers

Investors bring their own money to invest. If they are relying on government to donate the land, build the building etc as per their last MOU then its probably best that they take over the management of the Magdalena because it's essentially a management set up funded by the tax payers

sandals typically have several restaurants spread out the compound
so the layout has to suit that

Anywhere else in the world people does be desperate for Foreign direct investment and jobs but then turn around and demand only the best jobs the investor could provide?

Them living in reality? Why doesn't he invest billions in creating jobs for Tobagonians?

what probably happening too is all the initial concessions they got from govts like cheap electricity expired and now they bearing higher costs

i went to one couple years ago and they allow guests to run aircon 24x7
most hotels in islands dont allow that
they lock card controls current

the geography means many services have to be duplicated and specially adapted for tobago. it will inherently cost more to give the same level of service to tobagonians and chaguanasians (equity)

helpful picture attach imo

Tobago is a glorified regional corporation. They get too much money. At least they have decent roads, drainage and too many oversized cultural/sporting facilities.

that’s the idea, if you notice in tobago they have plenty park sports grounds all maintained well lit and grass cut so nobody could say they don’t utilized the billions
