Nacta: Kamla must step aside before election

OPPOSITION Leader Kamla Persad-Bissessar must step aside as UNC political leader before next year's general election, to give the party a better chance of winning it.

The UNC's probability of taking any seats away from the PNM is low. The friction between the UNC and its local government election partner, the National Transformation Alliance (NTA), is also hurting the party's chances of electoral victory in 2025.

These were some of the findings of a North American Caribbean Teachers Association (Nacta) poll that was released on Friday.

The poll was based on interviews with 540 individuals representing the demographics of the nation spread across the so-called safe and marginal constituencies. The margin of error is +/- four per cent, with data analysed at 95 per cent confidence interval.

The poll found the Prime Minister and Persad-Bissessar both have very low approval and very high disapproval ratings.


But Nacta said Dr Rowley fares better in terms of approval with traditional PNM supporters, compared to Persad-Bissessar's support among traditional UNC voters.

"The findings also reveal neither party has attracted significant cross-racial support but the PNM has attracted more Indo-Trinidadians than the UNC has attracted Afro and mixed Trinidadians. Indo-Trinidadians don’t see the UNC returning to office with the result that many party supporters, including financiers, have been gravitating towards and embracing the PNM. "

The UNC, Nacta continued, does not attract similar crossover support from Afro- or mixed Trinidadians.

"The latter further reduces the electoral prospect of UNC capturing government whenever elections are held."

Nacta said UNC supporters and unaligned voters say Persad-Bissessar served the party well in and out of government and should "prepare it for succession before the next general elections to enhance its prospect (of victory)."

The UNC's victory prospects are also reduced by the presence of MPs, senators and caretakers in PNM constituencies and other people "who have very low likeability ratings with voters nationally."

Nacta said the poll's respondents believed some of these people would find it almost impossible to get a job outside politics.

The public, Nacta continued, also feels the UNC needs rebranding, revamping, and reform to increase its chance of electability.

"Middle of the road, floating, unaligned voters as well as many who traditionally vote UNC said would like to see a revamped UNC with credible parliamentary candidates of repute and integrity."

Based on the trends obtained from the latest findings and from surveys conducted last year, Nacta predicted the PNM would hold on to its 20 seats in Trinidad and "is projected to pick up three marginal seats held by the UNC with the possibility of a fourth, thereby winning the next general elections due by November 2025."

St Joseph could be the UNC's best prospect to win an additional seat, should incumbent PNM MP Terrence Deyalsingh not stand for re-election.

But Nacta said the selection of Opposition Senator Anil Roberts as UNC caretaker for the constituency would not help the party win it.

Nacta said respondents believed NTA political leader Gary Griffith had a good chance of winning St Joseph if he contested it.

Roberts, Nacta continues, has certain disadvantages which make the UNC's prospects of winning St Joseph dim.

Those include his limited traction, with only traditional UNC supporters; and "his loud outbursts and personal attacks are a turnoff and not helpful to UNC to win over floating voters."

The UNC and NTA formed an alliance for last August's local government elections, which ended in a seven-seven tie between the PNM and UNC. The NTA won no districts or corporations in those elections.

14 years since the PNM passed law to collect the
property tax they still haven’t been able to get their house in order. Fumbling and stumbling as they try to find a way to get revenue without any vision or doing any genuine work.

So will there be accountability and transparency in how the money collected is going to be spent?

Will local roads be repaired and maintained? Will garbage collection improve? Will recycling be encouraged? Will local recreational parks be maintained? Will streets be lighted?

Every Corporation needs to tell the population what they intend to do with tax payers hard earned money to ensure transparency and accountability.

They can begin by filing ALL their outstanding Financial Statements with the Auditor General.

I agree, that seems like a waste of campaign money on both sides that could be put into a better cause for the country. I hope those in power listening to opinions on this site.

The Kamla yesmen cult that exists right now is stronger than ever internally.

I could see a 2007 COP situation arising if Paray and Panday just call the poker cards and start a new party.
The popular vote will still be split just like 2007 and PNM wins again anyway.

So besides a few LG bye elections, she has never actually beaten a Rowley led PNM in a meaningful election. What do they call trying the same thing and expecting a different result? I guess surrounding herself with women and former men is her path to power.

One day after publicly calling for the UNC to hold internal elections which are constitutionally due in June and warning the party could lose next year’s general election if those elections are not held, Mayaro MP Rushton Paray has seemingly found himself to be a man who is politically alone in UNC.

Within this time, the majority of his elected immediate parliamentary colleagues distanced themselves from him and lined up behind Opposition Leader and party political leader Kamla Persad-Bissessar.

While Paray has gotten support from some former UNC parliamentarians, they believe he is fighting a losing battle because the UNC lacks the democratic environment needed for his call to succeed.

At a news conference in Couva on March 22, Paray said, “Today we are all making this public demand because we have a grave concern that there is an attempt from the executive to devalue the UNC’s internal election by suggesting it is not necessary or not even needed.”

The party is constitutionally due to hold elections for all posts on its national executive (Natex) in June, with the exception of political leader.


The election for that post is due next year. Paray believes the talk of a general election was simply a ruse intended to suppress the voice of the UNC’s membership.

He said he was not afraid about becoming an outcast within the UNC for taking this stand.

At a news conference at the Opposition Leader’s office in Port of Spain, Persad-Bissessar dismissed Paray’s call. “We follow the party’s constitution and anyone who wants to jump the gun will wait their turn. Now is not the time for that.

The focus, we must stay laser-focused, on doing all that we can to try and rescue the people of this country.” Persad-Bissessar did not call Paray by name when she made her statements. “So good luck to all the wannabes. Sometimes they are, what it is, their ambitions, outweigh their talents. I wish them good luck.”

Before she won the post of political leader from party founder Basdeo Panday in the UNC’s internal elections on January 24, 2010, Persad-Bissessar demanded party elections be held when they were constitutionally due.

She also then expressed concerns about the UNC not being strong enough to defeat the PNM in a general election if its internal political dynamics were out of alignment.

The UNC has 19 MPs in the House of Representatives. Persad-Bissessar and Paray are two of them. Out of the remaining 17, more than half of them (11) support Persad-Bissessar and reject Paray’s position.

On March 22, UNC MPs Davendranath Tancoo, Khadijah Ameen, David Lee, and Rodney Charles lined up behind Persad-Bissessar. Charles indicated last year he will not stand for re-election in 2025.

On Saturday, they were joined by UNC MPs Dr. Roodal Moonilal, Barry Padarath, Saddam Hosein, Rudranath Indarsingh. Ravi Ratiram, and Dr. Rishard Seecharan.

Among those not making their positions known were UNC MPs Dinesh Rambally, Anita Haynes-Alleyne, Vandana Mohit, Arnold Ram, and Michelle Benjamin.

Moonilal, who is one of three UNC deputy leaders, said, “I express my total support for the political leader, the Honourable Kamla Persad Bissessar, and my colleagues on the National Executive.”

Lee and Opposition Senator Jearlean John are the other deputy leaders. Moonilal said the UNC functioned well last year and this led to “a well-received victory in the last local government elections (last August).”

Those elections ended in a 7-7 tie between the PNM and UNC. Moonilal said, “The party has been highly mobilized and active under the current leadership. Internal elections will be held according to our party’s constitution. There has been no discussion or decision to postpone any elections.”

He lamented that Paray’s public comments on March 22 were premature and “can only seek to destabilize and undermine the party and in so doing assist fully the PNM.”

Moonilal identified sacrifice, dedication, and hard work every day as the keys to winning or losing any election. “It is not simply a function of internal elections.”

Moonilal said the UNC now has the PNM on the back foot and is “in pole position to return to national office.” He reiterated this made Paray’s comments untimely and unhelpful to the UNC’s goals.

Padarath said, “Rushton Paray is a political neophyte and a coward who is only interested in internal elections to further his misguided and warped political ambition.

Mr. Paray has not worked with any arm of the party or any part of the country (outside of Mayaro) to assist the party in any election.”

He added that he and other party colleagues had to go into Mayaro during last year’s local government elections when Paray chose to go abroad then. “My colleagues and I, including the political Leader, have been working to build the party, it appears Paray has been working to build himself.”

He said, “We are confident that the work that we have been doing will ensure a win at the polls, the work was started several years ago. Indarsingh said as a businessman, Paray should know about supply and demand.

He added TT is demanding the removal of the PNM and the UNC is poised to supply this. Indarsingh advised Paray, “Don’t rush the brush.” He urged Paray to demonstrate party discipline and respect for its leadership.

Ratiram, who has been party organizer since December 5, 2015, said Persad-Bissessar has demonstrated a long history and track record of upholding and abiding by the party’s constitution and standing up for democracy.

“From then to now, over the past eight years and three months, our party has held four internal elections, where Mrs. Persad-Bissessar continuously received resounding support from our members to lead and take our party forward.”

The last UNC internal elections were held on December 5, 2015, November 26, 2017, December 6, 2020, and June 26, 2022. Ratiram viewed Paray’s comments as an attempt to divert the UNC’s focus away from key issues affecting citizens. He claimed Paray’s rationale is completely absurd, selfish, and reckless.

Hosein said all arms of the party are behind Persad-Bissessar and working to remove the PNM from office. He added that prior to being a senator and an MP, he served the UNC as a street captain and youth officer.

Hosein dismissed any leadership ambition that Paray has. “One must first creep before one can walk.” Seecharan said he would defer to the judgment of the party’s leadership. “I have full confidence in Kamla Persad-Bissessar as the leader (of the UNC) and her ability to guide the party to victory in the general election whenever it is called.”

Former UNC parliamentarians Fuad Khan, Vasant Bharath, and Devant Maharaj expressed their support for Paray’s position.

But each of them admitted that Paray was facing an uphill battle to achieve his goals.

Khan and Bharath unsuccessfully challenged Persad-Bissessar for the UNC’s leadership in previous internal elections.

Khan said, “Rushton is correct in his analysis but he should be aware that the UNC party and its constitution have been relegated to a time when the UNC constitution meant something.”

UNC internal elections, he claimed, are not free or fair and fraught with manipulation. Khan predicted the PNM will win next year’s general election.

Bharath said he has been on record since 2015 that all of the UNC’s organs are either non-existent or dysfunctional under Persad-Bissessar.

Bharath served as food production minister, trade and industry minister and minister in the ministry of finance in the former UNC-led People’s Partnership (PP) coalition government. Maharaj agreed with the points raised by Khan and Bharath.

I respect the membership of the UNC and their choice of a leadership team and pledge my continued support for our Leader Mrs Kamla Persad Bissessar and her team as the democratically elected leadership of the UNC.

The UNC, under the leadership of Kamla Persad Bissessar has become the home of many brilliant minds, skilled debaters, accomplished professionals, champions of democracy and true patriots of Trinidad and Tobago.

A strong organization is one that is led by someone who identifies and capitalizes on the strengths of its members whilst continuing to build capacity to achieve support for its mission.

The UNC leadership has been demonstrating its commitment to doing so with tangible results, such as the gains made in the 2023 local government elections.

The vision of Kamla Persad Bissessar has and will continue to bear fruit, as demonstrated by yesterday’s meeting with the OWTU.
The ultimate mission of the UNC at this time is to remove the most incompetent and corrupt government in the history of this country who continue to pose a threat to our democracy and the safety and security of our citizens.

With that goal ahead of us, it is incumbent on each of us to be the best version of ourselves, so that we present a strong, united force capable of convincing even the most apathetic portions of the electorate that we are a viable alternative for government, ready, willing and able to deliver the change that is so desperately needed.

Mrs Persad Bissessar and the current National Executive received a mandate to lead from our membership.

It is normal for individuals to have differing views on the best way forward for the party. However, the party is bigger than the individual and as a democracy we must abide by the choice of the majority unless a new choice is made when the opportunity to do so arises, as per the constitution of the party. There has been no indication thus far that this opportunity will not arise at the appropriate time.

Until then, we should all be at our best by giving our best to our country, our party and to each other.

Ambition is commendable, as is respecting those chosen to serve alongside us and elected to lead us, whilst maintaining cordial and open dialogue.

We may each be common, with our individual strengths and weaknesses but it is our ability to work together that will make the UNC the extraordinary force that will save this country.

They singing for their supper and most of them happy to draw an MP salary from the opposition bench where it have less wuk to actually do. Throwing support behind KPB when her chances of winning are slim increases the likelihood they will get what they want.

National service is not for everyone, and very few people on both sides are actual performers. Maybe we need to lobby for performance management at the MP level with implications for the deadweights, and rewards for the performers. That data should be publicly available via published annual reports and not the foia loophole.
