No. ONE is more "manageable" because as I said before the balance of power is STILL with the officers who have suspect[s] in custody. Hoping to bring the numbers of deaths of civilians in custody and officers out in the field into the same metric, is ridiculous. Sure, training is the key. Especially assessing the level of danger in every situation.
