As far as I understand we vote for the legislative arm of government where the party or coalition that commands the majority of seats in the house forms the executive. Their primary role is to make law. A Member of Parliament is provided with funding by the Parliament to maintain a constituency office (in some cases sub-constituency offices as well). The funds go towards rent, utilities and a couple office staff (not sure how many) and some sundry items as well like stationary. The MP is not equipped financially to provide infrastructure services to his/her constituency. This is the role of local government (borough, city and regional corporations and the THA). those bodies have funding and supposed checks and balances from a disbursement perspective to deliver the services required to the public.
What we vote for in T&T general elections is by default a Prime Minister and consequentially we reject Prime Ministers in like manner. To vote out Manning the majority of the country voted for personalities like Volney, Roberts and Warner. We knew exactly who they were before and it should come as no surprise what we see today.
The result of the CW by-election only becomes relative if the ripples cause a shift in who makes up the executive arm of government and the ministerial spin offs thereafter within the current term.
2015 will be the only inflection point when all seats are up for grabs and again the focus will only be who will make the best Prime Minister in the eyes of the people. Whatever happens in the space of time between now and then we shall see
The conjecture is entertaining though

Years ago everyone voted to get the PNM out of power beceuse they were FEDUP of all of their sheet.
The current government is NOT doing a good job and people are starting to feel the same way.
JAck has already realised this and if you take this election as a giude, he has won in a UNC strong hold, these same ppl dont want pnm, are not frustrated with the govt and are also fedup, and want an alternative representative.
Come 2015, if the voting contiunes in this manner, no matter what this goivernment does between now and then on the campaign roads, watch and see who will be the next Prime minister.
THink about it, people no longer voting RACE, they are FED up with the propoganda put on by BOTH major parties and they are voting the alternate of the 2.
